The purpose of this investigation is to develop an instrument that captures the perceptions of instructional teacher leadership behaviors in schools in which there is no formal distributed leadership initiative driving school reform. This research will inform on standardized teacher leadership activities consistent with a shared responsibility of instructional leadership.
