See linked data for a short video intro.
This authoritative book examines the complex interplay between government, business, and civil society through the lens of public policy. It analyzes the role of hybridity in policy formation and diffusion, drawing on in-depth theoretical discussions alongside diverse case studies.
The chapter elaborates on hybridity in terms of policies and value creation. To do so, it conceptualises policy hybridity from two perspectives: first, as part of policy formation, which includes goals and actors other than those of the government (‘hybridity of policies’), and second, as a medium to govern hybridity in societies (‘policies for hyb...
Complex policy problems do not follow the definitions of sectoral or organisational mandates in which individual concerns are linked to specific policy problems and where the respective accountabilities are easily demonstrated through the performance of individual policies.
When it comes to the theorisation of the relationship between policy and hybridity, the rich empirical evidence and conceptual insights provided throughout this volume suggest the placement of hybridity along a continuum where policy actors attempt to manage or govern hybridity in terms of degrees (often in combination) of pro-active vs. re-active...
A fundamental theoretical problem is understanding hybridity
at different levels of societal activities and decision-making. In other words, how can the notion of hybridity be extended from an organisational problem to other facets and contexts of societal activities?
Our analysis of the literature indicates a growing prominence of hybridity within the field of public administration. Hybrid arrangements incorporate ambiguities and controversies, but they also represent opportunities for joint action and goal achievement. The difficulties inherent in hybridity originate from the dichotomous view of the public–pri...

The circular economy (CE) has been one of the key environmental policy concepts of the last decade. Despite the growing number of CE policies, applications and research, we still lack a detailed understanding of what kind of policy idea we are referring to with the CE. National governments are looking to transform their administrative systems to become more business driven. Lik...
These slides will guide your through the content of the edited volume on the global developments in governing hybridity published in ”Hybrid governance, organisations and society. value creation perspectives”, Routledge (2020).

This chapter highlights the individual contributions of the authors in the volume. The results of the findings are gathered under three concepts of value creation, that is, mixing, compromising and legitimizing value. Mixing forms of value creation covers empirical cases in the operation of state-owned enterprises, higher education institutions, pu...
Irrespective of its significant impact on organising societal activities, the valuation of economic and social action is a quagmire. Among other things, it depends on the perspective we take on social and economic activities. It has become commonplace to refer to the tension between financial and social values, where “financial” value is associated...
The problems with value creation vary at different hybrid governance levels. The macro-, meso-and micro-levels in hybrid governance enable us to grasp society’s essential parts. Depending on the perspective, the number of relevant levels may vary. It is sometimes possible to reduce the number of levels to the examination of the dyadic macro/micro-q...

It is too simplistic to see hybridity only as a type of organisation. This article analyses performance measurement ambiguities in hybrid universities. In this paper we ask: 1) How can we better understand institutional mechanisms which transform performance measurement results into ambiguities and unexpected outcomes, and 2) What are the characteristics of hybridity that make ambiguous mechanisms possible in univers...
The lack of established measurement instruments contributes to the fact that many studies of national innovation systems are based on case studies of different countries. Empirical findings of a fifteen-country comparative study of national innovation systems in small and large high-income countries and some developing countries suggest that the co...

In the Roman Republic, the distinction between politics and business was clear-cut. Likewise, private contractors could not enter seats in the senate. Consequently, the publicani, as the most inf...
As hybrids, higher education systems are indeed a special case. The role and importance of the academic oligarchy in research and teaching can be understood as another dimension of hybridity in universities. In higher education, the interaction between the public and the private is shaped by the self-coordination and control of an academic professi...
The maintenance of the infrastructure of societies epitomises the collaborative role of public and private action. Thus, in the literature, infrastructure has been one of the common examples of hybrid forms of governance. China is no exception in this respect. In China, highways are classified into five categories: expressways, Class I highways, Cl...
The institutional emergence of industries is an interesting phenomenon and an extremely useful case for exploring hybrid forms of governance . Although many actors seek institutional clarity and wish to avoid uncertainty, this may not always apply to industrial fields. The current structure of industries is a social convention, which may be incongr...
The structure and development of the System of National Accounts is a representative example of an important macroeconomic classification that has a profound impact on the way in which we view organisational populations. The impetus for national accounting grew from the need for public intervention to combat the Depression in the 1930s, from develo...
Over the last few decades, the boundary between public and private responsibility in old-age pension provisions has been redrawn throughout Europe. Pension privatization has led to the large-scale emergence of mandated private pensions, as well as privately managed but publicly defined mandatory pension schemes.

Toimiva kaupunkiympäristö on yksi hyvinvointia edistävän elämän rakennusaineista. Liikkumisen helppous on puolestaan osa kaupungin toimivuutta. Hybrid arrangements are ill understood, poorly classified and difficult to evaluate. These deficiencies hinder the possibilities in deciphering the rationality of hybrid action. At worst, it is possible to see hybrid arrangements as embodiment of the inadequacies of both the marketplace and government action. In this sense, hybrids may appear as ba...
The three E’s, economy, efficiency and effectiveness can be used to define the performance of hybrid organisations. More often than not, principles of evaluation are filled with ambiguities. Hybrid arrangements have existed throughout the history of organised action. In one sense, the sphere between public and private spheres is a consequence of the evolution in the division of labour between government and economy. In essence, the dichotomy between public and private is not clear. The nature of goods and principles of valuation of soc...
