Introduction
Jan Herczyński is an independent consultant in development project, mostly in former communist countries. Presently, Jan is engaged in projects in Ukraine, Greece, and Tunisia. The focus of my work is education finance, education decentralization and education management. The specific areas of work are allocation formulas for transfers to local governments for education, education legislation, local management and financing of education, budget process in education.
