This paper examines ‘auxiliary’ police in three European countries and the extent to which they continue to present a pluralisation of public sector policing. Examining findings from existing empirical research, we will argue that despite different origins, systems of governance, formal powers and levels of centralisation, the police auxiliaries in...
This book is a systematic and comparative analysis of police systems in the Western world, looking at their structure and how they tackle contemporary social problems, such as economic austerity, multi-level governance, transnational change, relations with minorities and transformation of delinquency.
While other books focus on policing in relation...
As an issue for public debate, police stops are not new. In the United States, the Kerner Commission in 1968 identified controls as one of the triggers of the urban riots of the 1960s. In England, the riots in Brixton, South London, in 1981 followed the massive use of the ‘sus laws’ to search young Black men during Operation Swamp. In both countrie...

In several Western countries, police stops have become the object of political controversies on what the objectives and targets of police activities should be. By using the examples of two European countries (France and Scotland) where the issue has been highly politicised over the last 15 years, we will conduct a comparative analysis to show how i...
Experiencing Police Stops in France
Police stops are teachable moments, as they generate information concerning the status of the parties involved and the relationship between them. In France, research has highlighted the concentration of identity checks on young males from ethnic minorities living in urban areas. However, the contents of the inter...
Whether it is a matter of incentivizing partnerships, implementing performance
indicators, developing regional police forces, or, on the contrary, nationalizing
police organizations, the contemporary transformations of European police systems
have rarely been analyzed from a comparative perspective. Looking at the reform trajectories
of three diffe...

Introduction To understand contemporary changes to the context, processes and cultures of policing one needs to comprehend the extent to which these are all bound up within wider questions of how control is exerted on police organisations. Furthermore, such elements of control are not linear, explicit and necessarily transparent, but applied throug...
As with other parts of the public sector, policing has had to confront the principles and processes attached to new public management. This paper examines the impact of police performance management on the ‘occupational professionalism’ of British policing actors with a particular focus on organisational units concerned with criminal investigation....
Styles of policing are reflected in the methods, decisions and priorities of law enforcement agencies. Based on an ethnographic study of police work in two major French metropolitan areas, this article identifies the styles of policing enforced in France, based on the use of discretionary stop-and-search. Despite nuances due to the variety of units...
The purpose of the book is ambitious: to explore comparatively the relative influence of discretion, law and other rule structures on police practices in police detention; and, more globally, to highlight what it reveals about the state’s relationship with its citizens in neoliberal democracies (p. 3). The issues raised are undeniably crucial as th...
Urban security has become a pressing political issue in many European cities. This study seeks to understand why some city governments consider urban security to be a policy priority, whereas others do not. Using data from a recent survey of 2674 city mayors in 28 European countries, we test four hypotheses on factors associated with the prioritiza...
The policing of measures to control the spread of the SARS-CoV-2 virus is a core aspect of the current corona crisis. This article concentrates on differences in policing the corona crisis in France and the Netherlands. There are huge differences in policing the corona crisis between the two jurisdictions: France with a very strict, repressive appr...
Since the early 1990s, three issues have progressively become sustained objects of debates within French policy analysis: the causal role of ideas within public action; the relationship between institutions and actors; and how studying public policies reveals both the state and politics. Indeed, this progression mirrors the way specialists based in...
Introduction
The previous chapter has just explained how policy studies emerged and developed in France in the 1970s and 1980s. This one picks up the baton to show how, from these humble but crucial beginnings, policy studies have since grown in France and become such an institutionalised and omnipresent part not only of sociology and political sci...
Policy analysis in France lays the foundation for a more systematic understanding of policy analysis in the country. In doing so, the volume discusses the role of the State and its restructuring, processes of government and governance, and State-Society relationships and policies as both a process and an outcome. Through 18 chapters contributions f...

Performance management in criminal justice organizations has become a prominent issue in many countries and has faced increasing criticisms by scholars and practitioners. In this regard it is important to examine empirically how performance frameworks work concretely. We do so through the empirical examination of 'performance regimes', that is, the...

Based on an ethnographic study of police work in two major French metropolitan areas, this article identifies the style of policing enforced in France in light of discretionary identity checks. Even though there are nuances based on the variety of police...
The introduction of new public management methods, combined with the growing use of new technologies, has turned quantified indicators into a crucial element of policing in France. Beyond the political/politician use that can be made of such quantitative data, the issue of how they actually influence everyday policing practices and priorities as we...

Compared to the burgeoning literature on the determinants of penal policies in various Western countries, and compared to criminology in general, the comparative study of policing is an underdeveloped area of research. We acknowledge the practical and theoretical difficulties of such an approach, but we defend its main benefits. Studying policing c...

Like many other public administrations, police organizations have always used figures designed to show the efficiency and effectiveness of their services (Wilson, 1963; Lopez, 2007). At all levels of police administration, the use of performance indicators is common currency, both internally (for personnel management) and for communication with ext...

By analysing French and German police stop and search on the streets based on embedded observations in police patrols and findings of a large school survey, this article comparatively questions their determinants.
