Doğa ve teknoloji kaynaklı tehditler bir taraftan yerleşmelerdeki yaşam kalitesini olumsuz yönde etkilerken, diğer taraftan sürdürülebilir kalkınmanın önünde önemli bir engel oluşturmaktadır. Günümüzde, planlamanın katılımcı ve uzlaşmacı yöntemler doğrultusunda işleyişinin hedeflenmesi, kentin temel kullanıcıları olarak tanımlanan halkın algı düzeylerinin anlaşılmasını gerekli kılmaktadır. Gündelik yaşamın getirdiği bireysel tehditlerden başlayarak üst ölçekte geniş kitleleri etkilemesi olası tehditlerin nasıl algılandığı ve bunlara yönelik ne tür önlemler alınabileceği konuları afet etki azaltımı bileşenlerinin önemli bir kolunu oluşturmaktadır. Bu çerçevede, araştırmanın konusu, İstanbul’da bireylerin risk algılama düzeylerinin incelenmesi, risk algı düzeylerindeki farklılaşmanın nedenlerinin tanımlanması ve risk algısının afet etkilerinin azaltımında bir araç olarak kullanımına yönelik önerilerin geliştirilmesi şeklinde belirlenmiştir.
