The first step is to argue the existence of a "front line" in the health care work environment. However, this is challenging as there does not appear to be a clear definition of what constitute a health care work environment. Current literature is overwhelmingly focusing on the providers and their welfare.

A 2 year project to explore the moral distresses faced by front line health care workers, especially ambulance personnel who on a daily basis dealt with often serious ethical and practical challenges, with a view to develop a more suitable normative ethical framework and link it to the training of the future allied health workforce - so that the peoples of the maturing nation of Malaysia will be ensured of emergency medical services that can be trusted and socially just.
The project was designed by the international partnership of UNESCO, UNESCAP, and Trinity College Dublin, and in close collaboration with the national stakeholders, especially the Ministry of Science, Technology and Innovation (MOSTI), with funding from the Malaysian Funds in Trust for UNESCO. It aims to help the government ensure that public policies benefit everyone, are inclusive of the disadvantaged and vulnerable groups in the country, and contribute to equitable and sustainable development.
The project represents a targeted, purpose-driven and results-oriented capacity-building intervention,bringing a consortium of international policy experts into a close, hands-on engagement with the national policy stakeholders.
The focus of the project is the National Science, Technology and Innovation Policy (NPSTI) - evaluating this policy using three policy analysis tools - the UNESCO Inclusive Policy Lab Framework, Equiframe and EQUIPP.
