It offers thirty-one different methods that scholars use for theorizing, measuring, exploring, or applying deliberative democracy. This mini-symposium revisits the three pillars of Deliberative Policy Analysis (DPA): deliberation, interpretation and practice. DPA was originally intended as a moral-analytical programme that integrated these pillars, but policy analysts working in this tradition seem to have mainly been guided by one specific pillar, interpretation We believe th...
The purpose of this second special issue is to build on and extend the development of Deliberative Policy Analysis (DPA) 2.0 that was set in motion by the first special issue on DPA in this journal. It is set up around a symposium focused on integrating DPA’s pillars of interpretation, practice, and deliberation. We identify three key threads for i...
Complexity poses challenges to policy makers who intervene in the world. Interconnectedness, a key aspect of complexity, requires that policy makers acknowledge the compounded nature of policy problems in their design of a robust, differentiated policy. Deliberative Policy Analysis recommends small group deliberation to address interconnectedness....
Although most public administration scholars consider discretionary behaviour as necessary for effective administrative decision-making, it is also regarded as a risk. That risk concerns to cut the crucial relation between administrative behaviour and formal law that undergirds the legitimacy of the state. This received view has enormous intuitive...
Civic enterprises (CEs)-groups of citizens, often organized as cooperatives, who produce social goods in a democratic way, responsive to local and individual needs-are a rapidly proliferating phenomenon in Europe, in fields as diverse as sustainable energy, social care and urban regeneration. Yet, we know relatively little about them. Using researc...
Adaptive management (AM) is one of the most prominent ways ecologists contribute to ecosystem management, policy, and planning. AM treats management actions as experiments to monitor and learn from, creating a central role for ecologists in constructing the monitoring programs intended to guide learning.
Yet, ecologists have found monitoring for AM...
The imperative to “link knowledge and action” is widely invoked as a defining characteristic of sustainability research. The complexities of sustainability challenges such as climate change and biodiversity loss mean that linear models of knowledge and action, where knowledge is produced first (by researchers) then “applied to” action (by policy ac...
The subject of this paper is the role of democratic deliberation as a policy instrument for district and local administrations in the urban village regeneration process. This paper contributes to a better understanding of the relationship between democratic deliberation and public policy making, and the theory of deliberative systems. Deliberation...
This introductory paper reviews the origin and development of the concept of authoritarian deliberation, and highlights the importance of culture and cultural tradition associated with public consultation. This paper summarizes and illustrates six key features of authoritarian deliberation in China. First, deliberation in China is a precarious bala...
The purpose of this article is to present an approach to policy analysis that centres on the notion of practice. Traditionally policy analysis rests on two types of categories: the substantive categories of the policy issue at hand and the general conceptualisations that emerge from the discipline itself, such as policy formulation, policy implemen...
This article argues that debates about public innovation among governance scholars risk essentialising the concept. Rather than recognise the inherently normative content of public innovation, some scholars have created taxonomies that conflate very different forms of ‘innovation’ in the public and private sectors, the latter of which is deeply con...
This is one of the few books that explicitly focuses on the formulation, process and outcomes of prostitution policy. While the debate on prostitution focuses on broad regulatory regimes, the central premise of this book is that the outcomes of prostitution policy are in fact determined by local policy making. The book provides a detailed analysis...
Chapter Six argues for collaborative governance as an effective response to the domain-specific challenges of prostitution policy, as well as to the inadequacy of the traditional policy responses of adversarial interest group policy and managerialist policy implementation. Collaborative governance is a mode of governance in which public agencies en...
In this chapter we discuss the implementation of prostitution policy in Austria and the Netherlands. It introduces three key analytic concepts: policy implementation, policy design and policy instruments. Both Austria and the Netherlands initially had pragmatic, and in the case of the latter, progressive, national laws. Through analysis of the desi...
All public policy faces general and domain-specific challenges. General challenges are key tasks, such as mobilising support for an agenda, or transforming policy goals into policy design, that need to be adhered to to realize a policy. In addition we distinguish five domain-specific challenges in prostitution. These are: The pervasive stigma and t...
The final chapter of the book summarises its main results and conclusions. It formulates two insights. First, prostitution policy is fragile. Legalisation and decriminalisation are easily reversed, and revert back to criminalisation and heavy-handed regulation and control. This is a complex process that, triggered by the ever present sigma on prost...
This chapter depicts policy formulation as an ‘organised anarchy’ of agenda setting and political decision-making that expresses itself in an ongoing tension between institutionalised political rationality and public discourse. The emergence of policy agendas and the introduction of legislation are associated less with a particular identifiable pha...
Chapter Five proceeds from to the transnational character of prostitution and situates it in an analysis of labour migration and labour exploitation. Instead of projecting on the migrant sex worker the collective images that are driven by radical feminist and anti-immigrant ideology, we argue that is it more effective to take seriously what the sex...
This article diagnoses that qualitative research (QR) methods courses and literature often remain silent on how to actually do QR and explores how practice theory can improve learning and teaching the practice of QR. It develops an experiential learning approach of turning experiences and emotions of doubt and excitement into a dialogical process o...
Available Open Access under CC-BY-NC licence. While the debate on regulating prostitution usually focuses on national policy, it is local policy measures that have the most impact on the ground. This book is the first to offer a detailed analysis of the design and implementation of prostitution policy at the local level and carefully situates local...
This paper argues that prostitution policy is less developed than more established policy domains such as health, education, social welfare, or the environment. While all policy is about the struggle over values and categories, conceptually prostitution policy can best be understood as an instance of morality politics. Without hypostatizing moralit...
Mark Bevir and Rod Rhodes' interpretive political science hardly needs an introduction to policy scholars. Their approach, philosophically sophisticated and grounded in a realistic appraisal of the nature of governing in modern liberal democratic societies, is of considerable significance to anyone in political science, public administration or pla...
The topic of the article is practice theory. Using a detailed example from public administration, we first discus the shortcomings of the model of practice as applied knowledge that we have dubbed the Received View. The first half of the article is a chronology of successive adaptations of the Received View. These adaptations have gradually brought...
The shift from government to governance has become a starting point for many studies of contemporary policy-making and democracy. Practices of Freedom takes a different approach, calling into question this dominant narrative and taking the variety, hybridity and dispersion of social and political practices as its focus of analysis. Bringing togethe...
John Forester's important research project of developing a critical pragmatist approach to planning and policy analysis now spans two decades. Common themes that give direction and coherence to his project are, first, a new view of public planning as the restructuring of communication between stakeholders with divergent and conflicting interests an...
This article applies complexity theory to urban governance. It is argued that expert-based, hierarchical-instrumental policy making encounters insurmountable obstacles in modern liberal democracies. One of the root causes of this erosion of output legitimacy is the complexity of social systems. Complexity is defined as the density and dynamism of t...
This article discusses democratic deliberation as a core element of public administration in today's decentered world of governance. The juxtaposition of hierarchy and deliberation in policy networks is illustrated with the case of the legalization of brothels in the Netherlands. The case shows that despite distrust and conflict, the actors managed...
This article presents a theory of administrative work as practice. Building on a rich narrative of a mid-level administrator in the Dutch Immigration Office, four core elements of administrative practice are identified: contextuality, acting, knowing, and interacting. Taking cues from practice theory and ethnomethodology, the author argues that the...
In an earlier publication (Wagenaar, 1997), Wagenaar demonstrated that the way administrators talk about their work is narratively structured. Interviews with welfare officers displayed the structural characteristics, and were organized in ways, as was suggested by narrative theory. He further argued in that paper that administrators use narrative...
Research on government institutions is one of the most exciting intellectual areas in political science and policy studies today. Increasingly it is recognized by scholars in these fields that effective and legitimate policies depend on the design and maintenance of complex institutional arrangements. This book brings together some of the leading s...
