Introduction
Dr Hocine HAMMOUM is a Professor at Mouloud Mammeri University, where he is engaged in teaching at graduate level in the Civil Engineering Department. Before joining Mouloud Mammeri University in 1999, he worked as structural engineer at water resources department of Tizi Ouzou region during over then nine years (1990-1999) and was involved in the design and construction of many large projects.
