URBANSIMUL is a project https://urbansimul.fr/urbansimul/presentation.php) that contributes to the development of a server tools on land use management and land-use changes analysis. Urbansimul is SaaS (Software as a Service) that offers a web service for analysis and sharing of land data. It provides tools for identifying availability of developpable lands, evaluating urban planning policies and analysing land and property prices. UrbanSIMUL is based on 3 modes of database integration about lands, equipment, environment and regulations: the annual import of data from public land/taxes administration and others data that uses national standards, webcrawling of standardized data regularly deposited on open data servers, and the integration of data directly uploaded by users. These historical GIS are used to construct explanatory statistical models (spatial econometrics and machine learning) on the availability of land units for development, their construction capacity and their probability of being built. Developable lands are also spatially qualified, via a geomatic procedure that removes spatial constraints limiting their urbanization and simulating the implementation of the building rules associated with each zoning of municipal land use plan. Urbansimul SaaS is already available for more than 5 million parcels, and will soon be available for most regions of France. UrbanSIMUL SaaS was co-developed by INRA and CEREMA, in association with local authorities (Provence Region) and several administrative services dedicated to urban development (DREAL, EPF, CRIGE).
