Introduction
I am a senior researcher in General Jonas Žemaitis Military Academy of Lithuania. My current research interests include transatlantic relations, US foreign policy, US-Russian relations, Baltic States foreign policy and security. I am the head of the research programe „The impact of the changes in the transatlantic security environment to Lithuania and the Baltic Sea“.

Project
Although research on gender and diplomacy has significantly expanded in focus and theoretical and methodological approaches over the last decade, nevertheless scholarly inquiries thus far have largely overlooked Europe’s post-communist region, especially neglecting examination of gender and diplomacy trends in small and weak states. This comparative study of three Baltic countries—Estonia, Latvia, and Lithuania—surveys, investigates, and identifies pattens among career diplomats, probing how gender operates in diplomacy of these small and weak states. Since regained independence in 1991, these three states have sought to rebrand themselves as the “new” Nordic states, emulating Scandinavian counterparts in various spheres, including diplomatic structures. How successful or not were the Baltic States in achieving Nordic-scale gender parity in their diplomatic corps? This study relies on newly constructed and unique datasets of Baltic ambassadorial appointments over the past 30 years (1991-2021), extrapolating results and comparing them among the three countries. By focusing on small and weak states and through an examination of original data, our study provides a pioneering contribution to the scholarship on gender and diplomacy.
