Introduction
Rector of University of Cádiz, Spain. Twenty five years of experience in higher education in Maritime and Logistics Safety Policies. Former Dean of the Faculty of Nautical Sciences, and former Head Dept of Maritime Studies, now Head of the R&D Group Maritime Policy. Present principal research interests in Maritime Safety: Port State Control; Globalization in the Maritime Transport; Trends in the Global market for crews and MLC'2006 implementation; Specific risks in the artisanal fishing fleet.

Project led by the University of Cadiz, with different research groups and the Universities of Huelva and Algarve, in addition to the Public Agency of Ports of Andalusia. The development of the ESPOMar Project aims to establish a Sustainable and Transboundary Maritime-River Transport System in the Gulf of Cadiz, which acts as an element of risk prevention and improvement of natural resource management, helping to conserve, protect, promote and development of the natural and cultural heritage of the maritime coastal area between Cádiz (Spain) and Faro (Portugal).
