Pengenalan: Program trasformasi AADK ke atas rawatan dan pemulihan klien memerlukan input-input semasa yang berasaskan penyelidikan untuk membantu bukan sahaja daripada aspek penambahbaikan program rawatan dan pemulihan yang dijalankan supaya ia berkesan dan bersesuaian dengan keperluan serta peredaran semasa, malah keperluan penambahbaikan ke arah pengemaskinian Akta Penagih Dadah (Rawatan dan Pemulihan 1983) Pindaan 1998. Oleh itu kajian ini dijalankan bertujuan untuk membuat perbandingan tahap kepulihan antara bekas klien tamat menjalani program penyingkatan CCRC dalam tempoh 6-11 bulan dan pembebasan antara 12-24 bulan. Kajian telah dijalankan dengan menggunakan reka bentuk tinjauan keratan-lintang (cross-sectional survey) secara kuantitatif. Seramai 386 klien yang sedang menjalani program penyingkatan CCRC dalam tempoh 6-11 bulan dan klien yang menjalani pembebasan antara 12-24 bulan telah dipilih sebagai responden kajian. Pemilihan responden adalah melalui persampelan rawak sistematik. Data kuantitatif kajian telah dianalisis dengan menggunakan perisian ‘SPSS for Windows’ dan dianalisis dengan menggunakan ujian deskriptif. Profil dan Laterbelakang Responden: Klien yang terlibat dalam kajian ini majoritinya terdiri daripada mereka yang dikategorikan dalam kumpulan umur belia iaitu berumur dalam lingkungan 20-39 tahun (89%), berbangsa Melayu (89.9%), masih bujang (70.5%), mempunyai tahap pendidikan menengah di peringkat SRP dan SPM (68.9%), memiliki pekerjaan sama ada secara sambilan atau tetap (59.4%) dan mempunyai pendapatan bulanan kurang RM2000 sebulan. Kebanyakan mereka yang terlibat dalam penyelidikan ini juga mempunyai latarbelakang pendidikan ibu (62.7%) dan bapa (60.2%) yang tidak bersekolah dan hanya berlatarbelakangkan sekolah rendah sahaja. Ibu mereka majoritinya terdiri daripada mereka yang tidak bekerja (surirumah) (69.4%) manakala 44% dalam kalangan mereka tidak mengetahui status pekerjaan bapa disebabkan oleh faktor perpisahan, perceraian dan kematian penjaga. Berdasarkan status perkahwinan ibu bapa pula, kajian mendapati kedua ibu bapa mereka masih tinggal bersama. Kebanyakan responden yang terlibat dalam penyelidikan ini terdiri daripada mereka yang tinggal di kawasan perumahan kampung (57.3%) dan mempunyai bilangan adik beradik antara satu hingga lima orang (54.2%). Majoriti (82.1%) dalam kalangan mereka juga mengakui bahawa tidak terdapat ahli keluarga lain terlibat dengan dadah. Hanya 17.9% dalam kalangan ahli keluarga mereka yang dikenalpasti terlibat dengan dadah seperti abang (8.8%), kakak (6.8%) dan pakcik mereka sendiri (0.6%). Selain itu, mereka yang terlibat dengan penyelidikan ini juga terdiri daripada mereka yang pernah mendapatkan pendidikan agama secara formal di sekolah (79.5%), mempunyai rekod pernah relaps (82.6%) dan pernah dipenjarakan akibat kesalahan jenayah (53.4%). Perbandingan Tahap Kepulihan Klien: Berdasarkan pengenalpasti terhadap perbandingan tahap kepulihan antara klien yang tamat menjalani program penyingkatan CCRC dalam tempoh 6-11 bulan dan pembebasan antara 12-24 bulan mendapati bahawa tidak wujud perbezaan yang ketara daripada aspek kepulihan yang diukur berasaskan individu (keyakinan dan ketahanan diri) dan persekitaran sosial (sokongan keluarga, masyarakat dan majikan) dalam kalangan responden yang terlibat dalam kajian ini. Kedua-dua kumpulan responden ini mempamerkan tahap kepulihan iaitu daripada aspek keyakinan diri, ketahanan diri, sokongan keluarga, majikan dan masyarakat yang sederhana ke tahap yang tinggi. Namun analisis kajian secara terperinci menunjukkan responden yang menjalani program penyingkatan CCRC dalam tempoh 6-11 bulan menunjukkan tahap kepulihan (keyakinan diri, ketahanan diri, sokongan keluarga dan sokongan masyarakat) yang lebih tinggi sedikit berbanding responden yang menjalani pembebasan CCRC dalam tempoh 12-24 bulan. Manakala daripada aspek sokongan masyarakat, hasil kajian menunjukkan dapatan sebaliknya. Keberkesanan dan Penilaian Program CCRC: Berdasarkan penelitian pandangan responden terhadap keberkesanan program CCRC yang telah mereka jalani, hasil kajian mendapati majoriti responden iaitu sama ada mereka yang telah menjalani program penyingkatan CCRC dalam tempoh 6-11 bulan atau yang menjalani pembebasan antara 12-24 bulan memberikan maklumbalas dan penilaian yang tinggi terhadap program CCRC yang telah mereka jalani. Keputusan kajian ini memberi gambaran bahawa program CCRC yang dikendalikan oleh Agensi AntiDadah Kebangsaan (AADK) adalah berkesan dalam usaha untuk membantu memulihkan diri responden untuk terus bebas daripada pengaruh dadah. Namun begitu terdapat 3 modul program CCRC yang perlu disemak semula untuk tujuan penambahbaikan iaitu Program Latihan Kemahiran dan Vokasional, Program Bimbingan dan Kaunseling dan Program Pencegahan Relaps. Ketiga-tiga program ini hanya memperoleh penilaian yang sederhana sahaja daripada keseluruhan responden berbanding dengan program-program CCRC yang lain. Perbandingan Tahap Kepulihan Antara Responden Terlibat Jenayah Dan Tidak Terlibat Jenayah: Berdasarkan aspek perbandingan tahap kepulihan antara responden yang terlibat dengan jenayah dan tidak terlibat jenayah, hasil kajian mendapati bahawa tidak wujud perbezaan yang ketara daripada aspek kepulihan yang diukur berasaskan individu (keyakinan dan ketahanan diri), persekitaran sosial (sokongan keluarga, masyarakat dan majikan) dan penilaian terhadap program CCRC dalam kalangan responden. Namun analisis secara terperinci kajian menunjukkan tahap keyakinan diri, sokongan keluarga, majikan, masyarakat dan penilaian program CCRC dalam kalangan responden yang mempunyai rekod kesalahan jenayah menunjukkan peratusan lebih tinggi sedikit berbanding responden yang tidak mempunyai rekod kesalahan jenayah. Ini bermakna, responden yang mempunyai rekod kesalahan jenayah menunjukkan tahap kepulihan yang lebih baik sedikit berbanding mereka yang tidak mempunyai rekod kesalahan jenayah. Manakala daripada aspek ketahanan diri, hasil kajian menunjukkan dapatan kajian adalah sebaliknya. Hasil kajian ini memerlukan kajian lanjutan berfokus dan lebih mendalam untuk merungkai tren kepulihan sepertimana yang diperolehi melalui kajian ini serta implikasi pengabungan pemulihan antara kedua-dua kumpulan berkenaan. Cadangan: Hasil kajian menunjukkan implikasi positif terhadap usaha-usaha kerajaan melalui Agensi AntiDadah Kebangsaan dalam usaha menambahbaik program-program pemulihan dadah yang telah dilaksanakan berdasarkan input-input kajian semasa. Antara cadangan yang dikemukakan berdasarkan analisis kajian ini adalah seperti berikut: 1. Program penyingkatan tempoh seperti mana yang termaktub dalam Akta Penagih Dadah (Rawatan dan Pemulihan 1983) Pindaan 1998, Bahagian IV [Seksyen 12] dan telah dilaksanakan oleh AADK sejak tahun 2012 adalah wajar dan sesuai untuk diteruskan. 2. Akta Penagih Dadah (Rawatan dan Pemulihan 1983) Pindaan 1998, Bahagian IV [Seksyen 6(1)a dan 6(1)b] wajar disemak semula bagi tujuan pindaan berdasarkan tempoh pemulihan dan pengawasannya. 3. Pelaksanaan Program Cure and Care Rehabilitation Centre (CCRC) yang telah dijalankan oleh AADK wajar dikekalkan untuk terus memberi perkhidmatan rawatan dan pemulihan kepada penagih dadah di Malaysia dengan mengambil kira penambahbaikan terhadap 3 modul CCRC yang mendapat penilaian yang sederhana berbanding maklumbalas yang tinggi terhadap program-program lain yang terkandung dalam program CCRC Kesimpulan: Hasil kajian ini diharap dapat menyediakan sumber maklumat terkini dan memberi manfaat berguna ke arah penambahbaikan Akta Penagih Dadah (Rawatan dan Pemulihan, 1983) Pindaan 1998 dan program-program pemulihan dadah yang telah dikendalikan oleh pihak kerajaan di bawah tanggungjawab agensi utama memerangi dadah iaitu Agensi AntiDadah Kebangsaan (AADK).
