Legislative agenda setting is the process of adjusting priorities and negotiating interests of groups in one of the most important spheres of political negotiation: the Congress. The main objective of this project is to study the process, to dissect the dynamics, and to infer about the current conflict in legislative agenda setting. Conflict characterized by divergences between mainstream politics and the political perceptions of ethnic political minorities, mainly Latinos, that are underrepresented in formal politics but have unconventional capacities to influence politics.
This research focuses on constituted ethnic political minorities with capacity for displaying collective action in multifaceted ways including both contentious (activism) and non-contentious action (mobilize, influence of public opinion and control of material resources). I suggest that these can be the best indicators to analyze the change in the distribution of political power and in the relationship of ethnic minorities with the government.
In this context, important questions arise: What are the mechanisms of ethnic political minorities to collectivelly enter into the public spheres? What kind of influence they are exerting in agenda setting? and What are the consequences of these dynamics on power distribution?
