The delivery of healthcare services at regional level should be modeled on population needs, stemming from patients’ consumption pattern and trying to include unexpressed needs and exclude excesses of demand due to both moral hazard behaviors and inducements from the supply side. We propose a model able to estimate the frequency of access in outpat...

The chapter analyses the need for care of the Italian elderly population and the ability of the Italian National Health Service (NHS) of intercepting it and design the appropriate residential and community services. The time lag spans between 2009 and 2019 and the elderly population is disaggregated into two categories: people between 65 and 74 yea...
Osteoporosis is a chronic disease affecting mostly women of post-menopausal age and characterized by bone mass loss and skeletal micro-architecture alteration, all conditions that imply significant consequences in terms of both mortality and disability. Direct healthcare costs for hospitalization, outpatient treatment and nursing home admissions sa...
This report addresses the extent to which there may be scope for preventive programmes for Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS), and, if so, what economic benefits may accrue from the implementation of such programmes. We consider the economic case for prevention programmes, whether there is scope for preventive programmes fo...
Abstract. The aging process of the European population leads to a growing demand for care which is often provided informally by relatives, friends and neighbors. With the help of the Share database, a descriptive analysis of the main variables affecting the provision of informal care by family members is carried out.
The work is updated to 2017, wh...
Background and Objectives: A comparative survey of Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS) patients was carried out in three countries, with the aim of identifying appropriate policy measures designed to alleviate the burden of disease both on patients and their families, and also on public institutions. The survey addressed dem...
Background and Objectives: We have conducted a survey of academic and clinical experts who are participants in the European ME/CFS Research Network (EUROMENE) to elicit perceptions of general practitioner (GP) knowledge and understanding of myalgic encephalomyelitis/chronic fatigue syndrome (ME/CFS) and suggestions as to how this could be improved....
The chapter analyses the supply of long term residential,
semi-residential and home care addressed
to elderly, disabled and other categories of needy
recipients in Italy during the years 2009 to 2017.
According to the OECD classifi cation “a System
of Health Account – SHA” this level of care corresponds
to item HC.3; the Italian public expenditure...

Over the last few years, the share of public spending for orphan drugs (ODs) has increased in several western countries, raising concern on the exemptions granted to this sector with respect to the implementation of health technology assessment (HTA) principles. The aim of this paper is to shed light on both the HTA criteria adopted and the interna...
We have developed a Europe-wide approach to investigating the economic impact of Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS), facilitating acquisition of information on the economic burden of ME/CFS, and international comparisons of economic costs between countries. The economic burden of ME/CFS in Europe appears large, with product...

In recent years, there has been a growing interest among scholars on Information and Communication Technologies (ICT) and their beneficial effects on elderly wellbeing; almost all contributions support the positive impact of ICT on the older population because their use has been demonstrated to enhance social participation and psychosocial wellbein...
1. Introduzione
This chapter investigates two strands of literature related to the provision of informal care to elderly relatives : the labor choices of individuals, mostly women, obliged to renounce to a job or to career progress in order to provide informal care to a dependent elderly person (Pavalko and Artis, 1997; Fahle and McGarry, 2017) and the negative im...
This is the presentation held on 28th May in Bologna, during the "Caregiver Day" organised by Regione Emilia Romagna and ANS (Anziani e Non Solo).
This is the presentation at the AIES National Conference of the empirical work on Chronic Fatigue syndrome written jointly with Lara Gitto
please, find below the pdf of the poster presentation at LSE on the financing of LTC in Italy and in Lombardy region
Background:
The paper investigates the use of healthcare tax credits (HTCs) in Italy through the analysis of a panel data, which provides information on individual income tax from 2008 to 2014. There is evidence of disparities in the per-capita HTCs between Northern and Southern regions, which need to be analyzed and addressed.
Objective:
The ai...
This is the presentation of the empirical work on Crohnic Fatigue Syndrome done together with Lara Gitto.
The analysis, performed on more than 100 patients, calculates the impact of epidemiological and social factors on patients’ quality of life
Background: Chronic Fatigue Syndrome/Myalgic Encephalomyelitis (CFS/ME) describes a condition of chronic weakness that cannot be alleviated by rest and which is associated with lower quality of life and higher healthcare utilization. In Western countries, its prevalence ranges from 0.2% to 1%. Despite the many efforts carried out during recent deca...
There is a general consensus, in Europe, in considering LTC public financing as a proxy of the
resources committed to elderly care by each Government; the preciseness of this approximation
depends on the extent to which LTC is representative of elderly care. We investigate this issue by
estimating the resources spent on elderly LTC in Lombardy, an...

The paper “Regional incentives and patient cross-border mobility” received three commentaries, each adopting a different perspective on patients’ mobility issue. Starting with Neri,1 the author deeply examines the paper, by considering and commenting each step of the analysis.
In recent years, accreditation of private hospitals followed by decentralisation of the Italian National Health Service (NHS) into 21 regional health systems has provided a good empirical ground for investigating the Tiebout principle of "voting with their feet". We examine the infra-regional trade-off between greater patient choice (due to an incr...
In the last decades, both the lengthening of life expectancy and an accentuated decline in birth rates have reduced the consistency of the younger generational cohorts. Due to an ageing population, the burden of caregiving is expected to intensify in the next quarter of the century in Europe, especially for mature women. This paper investigates the...
The analysis of health care financing for ageing population in Italy is not an easy task for two reasons. First, there are different institutional levels involved in it, second often the elderly are merged to other categories of users, thus it is hard to identify the resources devoted specifically to them. According to the international literature...
In diversi Paesi europei, pri...
Over the past few decades in Europe, and particularly in Italy, progressive ageing of the population has been recorded. This is due to two parallel phenomena: an increase in life expectancy and a declining birth rate. The growing need of elderly care has been faced by European countries with different strategies that follow a North-South gradient a...
The Basaglia law, enacted in 1978, decreed the closing down of mental hospitals in order to
start a model of psychiatric care according to which patients would have been part of the society, without
being relegated. Each Region reacted to this law by implementing its own model of mental health:
some Regions invested in community-based services, whi...
In the very recent past, the Lombardy health care system - established in 1997 on the quasi market model - has caught the interest of researchers and politicians in different OECD countries(1). Its merits, compared to other Italian regional systems, are the control of health care spending and the balanced budget, in a frame of good quality of servi...
Please, look at the updated version: Brenna E., Quasi-market and cost-containment in Beveridge systems: The Lombardy model of Italy, Health Policy 103 (2011): 209 – 218, Elsevier (ISSN 0168-8510)
Empirical evidence shows that health need and health care access depend, among other factors,
on socioeconomic variables.Weighting the healthcare capitation system with a deprivation index
would achieve equity in resource allocation in the Italian Nhs. The Scottish Nhs healthcare funding allocation
formula includes a recently approved deprivation i...

Farsi e Filippini, 2006). I ricoveri riconducibili ad un u...
This work, based on an empirical analysis carried out by the Poison Centre of Milan, is an attempt to estimate the direct costs of acute intoxication due to pesticide use in Italy. From the analysis undertaken, it is possible to demonstrate that the number of incidents of acute intoxication registered every year in Italy is not negligible and that...
Objectives: This paper considers the methodological problems that arise in conducting cost analyses in economic evaluations where only observational (rather than experimental) data are available and where the technology being evaluated is diffuse, such that the unit of analysis has to be the institution rather than the patient.

Question (1)
I'm working on this topic with reference to the italian NHS and I would like to learn more about it. My interest is mainly oriented to Beveridgian NHSs, where access to care is free and a patient choose private services due to long waiting times and/or bad quality for public supply.
Thank you
