Introduction
My primary research interest is centered on the creation, implementation, and evaluation of education policy. Central to this interest are values under girding educational policy, and the proper role of the state in education. Specific research areas include normative policy analysis; private education; parental rights and choice; adequacy and equity in school finance; and historical development of education. My international studies are in China, the Middle East and Latin America.
