In February 2014, the European Commission awarded PPMI with a grant to carry out a pilot evaluation of ESF-funded active labour market measures in Lithuania by employing counterfactual impact evaluation (CIE) methods. The project aimed to promote a wider use of this method when evaluating ESF-related interventions and increase the capacity of the Lithuanian public institutions and evaluators to carry out CIEs in the future. In partnership with the Ministry of Social Security and Labour as well as other government institutions, PPMI conducted a CIE of vocational training and supported employment measures implemented by the Lithuanian Public Employment Service in 2007-2013. The results provided robust evidence on the impact of the selected measures on the employment outcomes of various target groups, including the unemployed youth.
