The chapter is as analysis of how, when and by whom the questions or urban hygiene and slum clearance and urban redevelopment have been discussed in this context before the discipline town planning had been established in Germany and Britain, using examples from London and Hamburg.
This contribution traces the paradigm shift from decorative green spaces to "social green" spaces and the work of urban planner and reformer Fritz Schumacher (1869-1947) in Hamburg and Cologne.
