The aim of this paper is to introduce the special issue of Small Business Economics on “Radical Innovation, Entrepreneurship, and (Regional) Growth” and present a roadmap for future research in the area. This article argues that the link between the literature on radical innovation, entrepreneurship, and (regional) growth is still an underresearche...
In the twenty-first century, clusters can be observed in most developed economies. However, the scientific results regarding the effect of clusters on firm performance are highly contradictive. The inconsistencies in the empirical results make it difficult to infer general conclusions about the firm-specific cluster effect, or in other words, the e...
Purpose
This paper aims to show the interaction effects between clusters and cluster-specific attributes and the industrial internet of things (IoT) knowledge of a firm on the innovativeness of firms. Cluster theory and the concept of key enabling technologies are linked to test their effect on a firm’s incremental and radical knowledge generation....
The role of radical innovations for the economy has received increasing attention by German policy makers. This paper investigates how (un‐)related variety and external linkages influence these innovations in German labour market regions. Evidence is found that related and unrelated knowledge capabilities both support the emergence of radical innov...
Radical innovations are an important factor for long-term economic growth. Universities provide basic research and knowledge that form the basis for future innovations. Previous research has investigated the effects of universities, university-industry partnerships and proximity on factors such as innovations, knowledge spillovers, entrepreneurial...
Recently, radical innovations have received increasing attention in order to achieve long-term economic success. Regional clusters, being frequently used as an innovation policy instrument, have been shown to have the potential to support innovations in general. However, it remains unclear whether clusters are really a beneficial environment for th...
The greatest assets of clusters are their positive external effects or knowledge spillovers generated through the colocation of firms of the same or similar industries. These externalities can have a positive influence on various performance indicators, not only for firms inside clusters but for the entire region in which clusters are embedded as w...
Since the mid-1990s German technology policy has experienced a paradigmatic shift from standard grant schemes towards a region-oriented and competition-based R&D policy. Currently, a new policy experiment, the InterClust contest, is under way, trying to simultaneously foster place-based innovation, R&D internationalization and the internationalizat...

One-size-fits-all cluster policies have been rightly criticized in the literature. One promising approach is to focus cluster policies on the specific needs of firms depending on the stage of development (emergence, growth, sustainment or decline) their cluster is in. In this highly insightful book, these stage-specific cluster policies are analyse...
This edited monograph collects theoretical, empirical and political contributions from different fields, focusing on the commercial launch of electric mobility, and intending to shed more light on the complexity of supply and demand. It is an ongoing discussion, both in the public as well as in academia, whether or not electric mobility is capable...
This paper investigates the allocation of R&D subsidies with a focus on the granting success of firms located in clusters. On this basis it is evaluated whether firms in these clusters are differently embedded into networks of subsidized R&D collaboration than firms located elsewhere. The theoretical arguments are empirically tested using the examp...
In the last decades several case studies took place to discover the potential of e-mobility in car fleets in Germany. However, the results vary according to the employed data and the specific context (e.g. the sector). The project NeMoLand in the model region Bremen/Oldenburg focuses on the rural area to gain significant experiences and develop rec...

Who will use an electric car? This question will be addressed by identifying those societal groups which show socioeconomic characteristics, mobility patterns and attitudes that are compatible with a future usage of electric cars. To answer this question a survey in the model region Bremen/Oldenburg is conducted to gather the necessary information....
For decades electric mobility is discussed as a solution for future mobility. But over the years the technology could only be enforced by rail. On the road combustion engines were more powerful, cheaper and offered a higher flexibility. But in terms of an increasing world population, further worldwide urbanization and economic growth as well as cli...
The dependence on fossil fuels and the climate change led not only in Germany to a debate on how the future of mobility might be designed. In this context the importance of electric mobility has especially grown in the public perception since the National Development Plan for Electric Mobility was published by the German federal government in 2009...
This edited volume presents new insights and challenges in the field of electric mobility in relation to new mobility and infrastructure concepts as well as to renewable energies. The book covers the socio-economic view on the topic as well as technical aspects and thus offers valuable knowledge for future business models. It primarily addresses pr...
Wind energy-related employment has been surging recently in Germany: it rose from 9200 in 1997 to 90,000 in 2007 and is estimated to be 112,000 in 2020. The industry particularly emerged in coastal, Northern Germany. Recently, big hopes have been particularly set on the offshore wind energy industry. Two recently discussed evolutionary concepts exp...
There is increasing recognition that the existence of clusters can only be understood when studying their dynamics over time (Audretsch and Feldman 1996; Pouder and St. John 1996; Swann et al. 1998; Maggioni 2002; Brenner 2004; Iammarino and McCann 2006; Menzel and Fornahl 2010; Ter Wal and Boschma 2011). In fact, clusters may be best understood as...
This paper aims at explaining whether R&D subsidies, the engagement in collaboration networks and the location influence the patent activities of biotech firms in Germany! We demonstrate that R&D subsidies focusing on single firms do not increase patent intensity, while subsidies which are granted to joint R&D projects do so to a certain extent. Th...
The paper Investigates stability and change of regional economic activities in the long-run. As the unit of analysis we selected the machine tool industry in West Germany for the years 1953 to 2002. We spot a strong variance in the activities between the different regions. These differences are relatively stable over time and the regional activitie...
Eureka or phoenix from the ashes? The developmental trajectory of offshore wind energy in Northwestern Germany. After the crisis in the shipbuilding industry the hopes for new regional developmental impulses are based upon the boom in offshore wind energy production. The paper examines whether there exist direct or indirect links between the new an...
We present a model that explains how the very cluster dynamics is both the driver for the movement of a cluster through a
life cycle and the reason why this movement differs from the industry life cycle. The model is based on two key processes:
the first is that the emergence, growth, decline and renewal of the cluster depend on the technological h...
After the crisis in the shipbuilding industry the hopes for new regional developmental impuises are based upon the boom in offshore wind energy production. The paper examines whether there exist direct or indirect links between the new and the old regional industrial trajectory. The results indicate that these links are only of indirect nature. The...
'The empirical data and analysis is rich and well-written and so is the policy section. . . the book provides a valuable addition to the literature of regional clusters and should be included as a must-read for those involved not only in research, but also in policy-making on regional clusters.'- Jukka Teräs, Regional Studies. © Dirk Fornahl, Sebas...
This paper aims to explain whether firm-specific features, their engagement in collaboration networks and their location influence patent activity of biotech firms in Germany in the period 1997-2004. First, we demonstrate that non-collaborative R&D subsidies do not increase patent intensity of biotech firms. Second, the number of knowledge links bi...
The geographic concentration of industries has attracted much attention in recent economic and geographic literature. One mechanism employed to explain the emergence and comparative advantage of industrial agglomerations is based on the relationship between industrial agglomeration and local knowledge production and diffusion, and the resulting inn...
This article studies entrepreneurial activities emerging out of one of Germany’s most prominent dot-com firms, Intershop,
a maker of e-commerce software. We show that Intershop spawned about 40 new ventures. Most spin-offs entered locally, giving
rise to a small but growing software cluster and counteracting the job losses that accompanied the pare...
Endowment with infrastructure, human and cultural capital is highly significant for regional economic performance. After clustering the regions, this hypothesis is tested for Austrian, German and Swiss NUTS 3 regions by applying a quantile regression analysis.
First results confirm the hypothesis for all factors. However, coefficients differ signif...
This paper explores how different levels of regional concentration and specialisation affect the long-term growth of young firms. The sample consists of knowledge-intensive and non-knowledge-intensive West German manufacturing firms which were established in 1992 and managed to survive for 11 years. The paper examines the combined effect of regiona...
This paper studies the impact of an existing industrial structure in a region on the number of start-ups in this region. The aim is to detect path-dependencies in the regional industry structure. To this end we study empirically the regional factors that influence start-up rates. The approach deviates from the huge literature on start-up rates by s...
"This paper explores how different levels of regional concentration and specialisation affect the long-term growth of young firms. The sample consists of knowledge-intensive and non-knowledge-intensive western German manufacturing firms which were set-up in 1992 and managed to survive 11 years. The paper examines the joint effect of regional, indus...
We present a model that explains how a cluster moves through a life cycle and why this movement differs from the industry life cycle. The model is based on three key processes: the changing heterogeneity in the cluster describes the movement of the cluster through the life cycle; the geographical absorptive capacity enables clustered companies to t...
Of interest to industrial and regional economists as well as those working in business schools, this book presents an in-depth analysis of the reasons and determinants of firm creation. The author, based at the Max Planck Institute - one of the leading centres for evolutionary economics - using a multi-disciplinary approach analyzes the topic accor...
This compilation of papers from a researchproject funded by the German Ministry provides a political perspective andunifying concept of how local industrial clusters can be strengthenedbypolicy measures. The chapters in Part I cover theoretical approaches, thechapters in Part II present case studies, and the chapters in part III containpolicy-orient...
Considers the uneven regional distribution ofentrepreneurial activities and variables influencing regional activity.Discusses which regional factors influence the decision to start a firm, thedynamics that can be observed, and consequently, how regional disparities inentrepreneurial activities emerge. In addition to general environmental conditions...
Considers some external aspects influencing the dynamics of firms’ knowledge base. Argues that the successful management of the knowledge base in a fast changing innovative environment is closely related to three kinds of knowledge acquisition channels, these are: the recruitment of people; the external informal networks of employees; and formal co...
Firm foundations are an important factor for regional development. A lot of valuable empirical research was already conducted to figure out which factors influence regional foundation activities. In this paper the focus is slightly different because changing patterns of firm foundation activities are the units of investigation and will be identifie...
The starting up of a new firm is a complicated process in which several stages have to be passed until in the end a (successful) enterprise emerges. In each of these stages specific processes take place which are the building blocs for the transition into the following stage. In this paper it will be analysed how informal regional networks, in whic...
1 -(As always a) Very preliminary version -Paper prepared for the workshop "The Influence of Co-operations, Networks and Institutions on Regional Innovation Systems", 8-10 February 2001, Jena Abstract The central questions which should be addressed and elaborated by this paper is the role collec-tive perceptions, beliefs, and attitudes, in short co...
Since innovating is an interactive process in which many different actors with dis-perse knowledge bases are involved, it seems worth to analyse the processes by which knowledge is transferred from one agent to another. Especially the role of inter-organisational and inter-personal regional networks, in which local actors are embed-ded, for this di...
This article studies entrepreneurial activities emerging out of one of Germany's most prominent dot.com firms: Intershop, a maker of e-commerce software. We show that Intershop spawned at least 30 spin-offs. The majority entered locally, giving rise to a small but growing software cluster and counteracting the job losses accompanying the parent fir...

This project is coordinated by the Centre for Regional and Innovation Economics (CRIE), University of Bremen. It aims to analyze the sustainability transformation and transition towards bio-economy from an systemic perspective (technological innovation systems and multi-level perspective). In particular, it adresses the following research questions:
- Which market-, system-, and transformation failures can be identified that are not addressed by current political interventions?
- To which extent is are bio-economic acitivites integrated into their contexts?
- Which drivers are influencing the degree of integration?
- Which policy measures can be used to reduce failures and facilitate integration?
Firstly, the project (supported by the German Federal Ministry of Education and Research) presents the concept of technology rooms as a new empirical approach to the analysis of long-term technology developments. To this end, the project develops a set of indicators to evaluate these developments with particular attention being paid to the radical nature of new innovations and technologies. Secondly, the indicators are used to empirically identify the drivers of these developments (with a focus on technology policy). Third, the project addresses the question of which political implications arise from (path-dependent) technology development. This will be achieved by investigating the meaning and embedding of so-called basic technologies as well as the development and evaluation of regional smart specialization strategies.
