Emerging economies countries want to pursue experimental research while maintaining a high degree of competitiveness in the field in the world. The difficulty is that this high-level experimental research demands massive financing. This project seeks to provide scientific work in innovative metrology (i.e., sensor design, experiment execution, technique, and so on) that is both economical and of very high accuracy to these labs with limited financial resources for doing experimental research. It encompasses a variety of fields (energy, civil engineering, environment, and other else domains).
