Introduction
Biao He is currently a Ph.D. candidate in political sciences at university of Tartu. He is also a junior research fellowship for the project "H2020 ERA Chair in E-Governance and Digital Public Service (ECePS)." His research interests include multi-level governance, e-governance services, digitalization and accessibility, disability and other social welfare policy.
