The failure of public policies is a known fact specifically in most of the developing countries. The well-being, development and prosperity of masses, sectors and regions is largely dependent upon public policies (hereafter referred as policies). The fact remains is, governments especially of developing countries make policies in order to govern in the first place. It is however argued that we can inform policymaking process if we understand how policies are made actually or in simple words, what is the policy making process in developing countries such as like Pakistan. One can find plenty of literature on policy making process in the western and economically developed countries but the same does not hold true for developing country like Pakistan. Therefore, the question “What is the policy making process in Pakistan” is relevant and valid.
