Introduction
My research focuses on the analysis of ownership and concentration in the fishing industry, and combines quantitative analysis of vessel and quota ownership with the analysis of the institutions of fisheries management. I strive to understand trends of concentration of fishing capital in terms of both the pragmatic and ideological choices that underpin fisheries management.
Currently working on ownership case studies in South America and the Caribbean, notably in Ecuador, Galapagos and Peru.

Distant-water fishing (DWF) refers to fishing operations conducted by companies in waters beyond their national exclusive economic zones (EEZs), often targeting the EEZs of other coastal states or international waters. Research on DWF typically emphasizes the flag states of vessels, rather than the nationalities of the corporations that own them, d...
This study presents the current state of play of the mutual recognition of certificates of competency of EU fishers and the functioning of the social security schemes that cover them. Based on the analysis of these topics, the study discusses the impact of the current situation on the mobility of fishers, on the fishing sector's working risks and s...
French fisheries management emphasizes the collective management of fisheries resources and the non-transferability of fishing opportunities (quotas and licenses) as measures to prevent concentration and protect artisanal fisheries. However, in practice access problems are common, and researchers and fisheries managers have raised concerns regardin...
The recolonization of French forests by wolves is met with mixed feelings. While the spotlight is on predation of wolves on livestock, the potential benefit of the return of wolves has attracted less attention. Previous research has failed to assess the economic value of these benefits and focused only on the cost of predation. Our study proposes a...
We put under scrutiny the ‘artisanal vs. industrial’ dichotomy used by French fisheries management for classifying fishing operations. Recent evolutions in the Atlantic fishing sector urge us to question its applicability. In particular the definition of the so-called ‘artisanal fishing model’ is under pressure (e.g., decline of family-based fishin...
The aim of this PhD research is to provide a baseline study of who currently owns the means of production in the French Atlantic fishing sector, with a specific focus on the fishing vessels and associated fishing opportunities. This ‘who owns what’ question is approached from different angles which crystallize into four sub-questions: (1) what is t...
The Belgian fishing fleet is one of Europe’s smallest, comprising 69 active fishing vessels in 2015 mainly targeting sole (Solea solea) and plaice (Pleuronectes platessa). No less than 79% of the landings are accounted for by beam trawlers, which are known to have a significant impact on benthic ecosystems. Although the fishery shows strong paralle...
TO NUDGE OR NOT TO NUDGE; is nudging in fisheries management necessarily libertarian paternalism? We are a group of fisheries management scientists who became interested in the question whether nudging can be useful in fisheries management and the ethics of it. Ideas on nudging are very recent and new in the fisheries-management world, and we have...
Although adaptations to the beam trawl gear have been developed to reduce its environmental impact and fuel consumption, little is known about innovative and investment behavior of Belgian fishers.
The Belgian fishing sector is under pressure to demonstrate the sustainability of its fishing methods. First, the beam trawl (which accounts for 80% of the landings) is contested due to its low selectivity and significant disturbance of the sea bed. Second, the Belgian retail market has committed to sourcing sustainable seafood. However, converting...
Industry-science partnerships frequently fail due to a lack of transparency, economic incentives, unclear communication, distrust or diverging perceptions of the problem in the first place. To facilitate a project’s success, we propose the ‘premortem’ method used in psychology and applied in the business world to imagine the most spectacular failur...
The Belgian fishery sector is currently under pressure to convert to more sustainable fishing methods. First, the beam trawl (which accounts for more than 75% of all fishing by Belgian vessels) is contested due to its low selectivity and significant disturbance of the sea bed. Second, several downstream market players demand more information on the...
