Introduction
My interest are on the fields of community development, rural planning, and the governance of the commons. Those three are separated fields but yet complementing each other which then build a more comprehensive understanding. In the context of rural planning, it should be put as a part of a whole system of national development planning, so the planning can be integrated across administrative level. So, to work on the fields of rural planning require us to understand the whole system itself.

This paper title prepared for RRPG conference was aimed to compare the evolvement of social forestry policies between periods until its recent development in order to see the differences and/or pattern of arrangement and outcomes that follows. Lessons gained from past experiences will be used to predict the possible outcomes from the recent policies. Since social forestry is a form of common property regime, the analysis will be equipped also by using theoretical ideal form for a successful commons governance. The results gained from this work can be used as policy recommendation to improve the quality of social forestry governance in Indonesia
