Introduction
I am a Postdoctoral Fellow at Brown University working on climate finance. I am a political economist and an applied statistician.
My research focuses on climate change and illicit finance. I use quasi-experimental techniques from econometrics and methods from statistical data science such as machine learning to answer questions about pressing environmental problems.

The 4th Joint African Union Commission/United Nations Economic Commission for Africa (AUC/ECA) Conference of African Ministers of Finance, Planning and Economic Development was held in 2011. This Conference mandated ECA to establish the High Level Panel on Illicit Financial Flows from Africa. Underlying this decision was the determination to ensure...
The SkyShares model enables users to relate a target limit for temperature change to a global emissions ceiling; to allocate this emissions budget across countries using different policy rules; and then uses estimated marginal abatement costs to calculate the costs faced by each country of decarbonising to meet its emissions budget, with the costs...
Have you ever wondered what smoothing algorithm Excel uses to fit smooth curves on a XY scatter? Have you ever found yourself trying to read Y values off an Excel XY scatter plot? Did you ever wish there was a simple way to linearly interpolate in Excel? If you’ve answered Yes to any of the questions above, you may find this new Excel add-in useful...
Following the failure of climate governance regimes that sought to impose legally binding treaty-based obligations, the Paris Agreement relies on voluntary actions by individual countries. Yet, there is no guarantee that unilateral policies will lead to a decrease in carbon emissions. Critics worry that voluntary climate measures will be weak and i...
UNA-UK has released a major report on the new climate framework, due to be agreed by UN member states in December this year.
Released at the opening of the Bonn Climate Change Conference on 1 June, Climate 2020 builds on two prior reports by UNA-UK entitled Global Development Goals, which focused exclusively on the post-2015 development agenda....
Countries around the world require ambitious and effective policy instruments to mitigate climate change. Yet, many governments have struggled to pass efficient, economy-wide carbon prices. Instead, climate reforms often comprise hybrid policy instruments that bundle pricing, regulatory, and subsidy-based measures in a complex distributive bargain...
It is well established that illicit financial flows affect the economies, societies, public finances and governance of African countries - as they do all other countries. Following the ground-breaking work of the African Union and UN Economic Commission for Africa High Level Panel on Illicit Financial Flows out of Africa (2015), a consortium of sta...
This dataset provides the Vulnerability, Intensity, and Exposure measures as described in the paper "Risk Measures for Illicit Financial Flows: A New International Dataset".
The code to generate the dataset is available on https://github.com/walice/Risk-Analysis-IFF.
This technical background note briefly describes how we generated each statistic that appears in Chapter 5 of Why Forests? Why Now? The Science, Economics, and Politics of Tropical Deforestation and Climate Change (Frances Seymour and Jonah Busch, Brookings Institution Press, 2016).
SkyShares is an interactive and dynamic tool which allows users to visualise the economic and environmental implications of climate agreements. The website is available at http://www.skyshares.org/ and the desktop version is available at http://bit.ly/SkySharesDesktop.
SkyShares calculates the financial flows and costs of countries (chosen by the...
One of the main calculation engines of SkyShares (contains all the run-time functions such as calculating the market-clearing price on the fly). *You need to go to the GitHub repository to get the dependencies*
We rank European countries' collective commitment to development on seven cross-border issues: aid, trade, investment, migration, environment, security and technology. We calculate a consolidated score for 21 European countries and show that they perform well on aid and environment but lag the rest of the world on trade and technology. We find that...
European countries pride themselves on being leaders in spurring development within poor countries. We find that Europe’s approach to development could be characterised as energetically tackling the symptoms of poor economic opportunities for developing countries by providing effective aid, while doing relatively little to tackle the underlying str...
