Introduction
My research lies at the intersection of science and practice. Better understanding how innovation evolves in public and private organisations is currently a central interest. Another one is how information and stakeholder interaction are used to justify choices and build policy agendas. I focus on innovation and regional development policies, public policy and collaborative governance. When I talk to practitioners, I put my academic hat on; when talking with academics, I am a practitioner.

In the current programming period, European Union (EU) regions and member states that want to use European Regional Development Funds (ERDF) are required to develop innovation strategies for smart specialization (RIS3) based on the idea of rational strategic management. In order to explore the relationship between strategic policy design and policy...

Regional and national authorities use science and technology parks (STPs) as instruments for regional development. They concentrate on a wide range of innovative companies and research organisations. STPs are thus likely to include seeds of knowledge-intensive specialisation. This is why STPs are well placed to play a key role in place-based innova...

The Information and Communication Technologies (ICT) industry is widely recognised as one of key driving forces of contemporary competitiveness. Inside the European Union, ICT are not only seen as a strategic sector, but also as a means to create positive spillovers to other economic sectors and achieve cross-innovation. Under this objective, the E...

U.S. cities, among the vanguards of open data globally, are investing in renewed efforts to support Open Government with the creation of open data portals that are used to provide machine-readable administratively collected data sets. Transparency of the public sector is still widely seen as the main outcome of these efforts. Such a simplistic view...

In the European Union (EU) multiple levels of governance interact in the design of public policies. Multi-level policies require a variety of evidence to define problems appropriately, set the right objectives and create suitable instruments to achieve them. How such a variety of evidence is used in practice, however, remains largely elusive. In 20...

With regions and nations having formally fulfilled the ex-ante conditionality, this book provides a first overall review of RIS3 policy processes, aiming to assess the consistency of the concept of smart specialization from an applied, policy oriented perspective. Moving from the theory of design to the practice of implementation, the reflections a...

Innovation and economic development policies have a clear territorial pattern to them through the emergence of clusters, industrial districts, regional innovation systems, entrepreneurial ecosystems, and other forms of territorial agglomeration. In recent times, the role of networks—both local and international—for connecting agglomerations and gen...

A state is a hierarchical organisational form of human society, whose legally defining features are a delimited population living in a given territory and ruled by a government. A unique characteristic is the legitimate monopoly over the use of physical and symbolical violence the state claims. States with merit-based, impersonal bureaucracies and...

Existing explanations of why political elites agree to devolve powers to lower levels of government do not pay sufficient attention to the uncertain implications such reforms have on the distribution of critical resources. How national and regional political elites deal with this uncertainty and the associated distributional consequences greatly...

In this chapter I describe how centre-periphery relations have evolved in former Yugoslavia, with particular focus on Istria and Vojvodina. The objective is to show to what extent path-dependent processes and institutions have shaped these relations. As a corollary, I illustrate the arguments that were used historically to justify changes to the st...

This chapter deals with the distribution of patronage resources once trust has been built within elite networks that in most cases share electoral resources. Patronage is a means for elites to politicize the public sector and thus gain influence over it. Decentralization reforms create many new opportunities for appointing people in state instituti...

This chapter lays out the analytical framework of the book. It first summarizes existing approaches that explain decentralization reforms and highlights their shortcomings in explaining the variation found in Serbia and Croatia. While they provide structural context for understanding demands for decentralization more broadly they have less applicat...
Chapter
This chapter outlines the electoral basis of the relations between centre and periphery in Serbia and Croatia. It shows how, in the two cases I analyse, political elites and parties form coalitions and thus gain access to electoral resources. At the same time, coalition-building across the centre-periphery divide has not been embedded in stable ins...

This chapter deals with what follows once elites in the centre and periphery have gained access to electoral resources and formed coalitions. It examines the informal relations of political actors beyond purely electoral considerations. I show how political elites and parties interact between national and regional levels. The main assumption is tha...

Young democracies and transition societies face many challenges that typically emerge in the early stages of state-building processes. Among them, one central concern for national governments stands out: the core objective to consolidate the newly acquired national statehood and unity. In this endeavour, elites in the central government (centre) ar...

A key to build sound innovation strategies for smart specialisation at the regional level is to identify opportunities for learning policy lessons and transferring practices from other regions. But what are the regions one should consider as a reference for these purposes? Our proposal is to start by identifying regions that share similar structura...

According to recent news, we should be quite optimistic about the state of European Union (EU) accession in the Western Balkans. The European Council has granted Croatia the long desired accession date and Zagreb is making progress on the corruption front. In Serbia, for a long time the most difficult EU aspirant, the prospects seem shiny, too. Aft...

Many scholars have paid high attention to the secession of subnational entities in former Yugoslavia which has overestimated the broader significance of secession. In a historic perspective, however, successful claims for independence of sub-national entities remain the exception rather than the rule. After all, secession entails exhibitive costs i...

Observers of the current debate in Serbia easily get the impression that decentralization or regionalization is equal to secession. The deputy leader of the largest opposition party in the Serbian Parliament, the conservative-nationalist Serbian Progressive Party, only recently interpreted the autonomy demands by the northern province of Vojvodina...

There are good reasons why Kupchan has already collected very positive reviews for his latest book. He offers a sequential description of how stable peace between states comes about by analysing various case studies that illustrate the different stages of peace.

The Territorial Development Unit of the Joint Research Centre provides evidence-based strategic techno-economic intelligence to support research, innovation, and education policy making at EU, national and regional levels. In 2011, the Commission established the Smart Specialisation Platform (S3P) to assist EU countries and regions in developing, implementing and reviewing their Smart Specialisation Strategies (RIS3). In 2016, the S3 Platform launched a pilot project on "Smart specialisation and organisational development in enlargement and H2020 associated countries" under the Enlargement & Integration Actions. The overall objective of the pilot project is to analyse and to support the strategic management capabilities in three target countries (Ukraine, Moldova, Serbia), with a special emphasis on mapping and the entrepreneurial discovery processes.
