The main purpose of this research is to design a multi-level model of service drive to provide sustainable urban services with uncertainty. First, by reviewing the literature, twenty-seven stimuli are identified and with the Content Analysis Approach (CAA), common stimuli are combined and then, a few of them, which require little frequency, are removed from the list of statistics. Then, by using the experts’ opinions and CAA, stimuli adaptation is performed for the case study. The demographic population of this study includes managers, deputies and experts working in the municipalities of Bushehr province. In order to analyze the data, an interpretive structural modeling is used. Findings show that the incentives of " Rules and Regulations", "energy management", "social responsibility", "recycling management", "carbon emission management", "service management services" and "education and culture " are at the root levels of the model, they have higher impact.
