A Case Study from the Kerala state, India
I) Over 3000 people from the low-lying Kuttanadu district were rescued and assigned to the boats. The majority of the houseboats took part in the rescue operations. After the early stage of relocating people to the mainland, houseboat proprietors and workers' families, friends, and neighbors transferred to houseboats, as there were no safe shelters in Kuttanadu during the flood.
II) In some areas, resorts and hotels have taken on the role of food supply. They prepared, packed, and delivered meals to the shelters. Rooftops of hotels served as helipads for the military in Pathanamthitta, a district in Central Kerala that was one of the hardest hit. Some of the hotels also served as coordination hubs.
III) During the phase of the flood event from July to August 2018, the tourism industry played a central role in the rescue, communication, and service activities. Tourist facilities, resorts, houseboats, and human resources were basically used to rescue and support the community. Tourist attractions and backwater facilities were the main rescuers in the Kutanadu area.
