Why do some pavement evaluation or road investigation team not consider or use safety measures during their site investigations and evaluations?
Can the reason for non use of safety measures during pavement evaluation and testing be because of the following?
1. Cost
2. Forgetfulness
3. Over familiarity
4. They think it is not necessary because they have never had any occurrences or need for it.
5. Non availability of safety tools, wears, equipment and instructions to guide pavement evaluation.
6. No policy, guidelines or law to guide against non use of safety measures on site.
7. Much research work have not been done on safety measures during pavement evaluation and testing.

Yes I agree with you, there is no data but if Safety measures are not employed during pavement evaluation and construction, site hazards, negative impacts, accidents or incidents may occur which could cause injury, death, delay in work or others. So even though safety doesn't affect pavement quality, it could cause avoidable issues as mentioned earlier.

When you say physical nature of the pavement, are you insinuating that the physical nature of the pavement can be a reason why safety measures are not employed by some during pavement evaluation and investigations? If yes how, why and have you experienced such during Road investigations onsite?

I expect that (1) each type of payment and (2) the shape (quality) along with (3) the experience of members of an evaluative can influence what safety measures are used. I have no formal experience in pavement evaluation. However, these are the three questions I ask regarding any scientific question about the evaluation of a physical object and potential safety issues. Your list was heavy on the more subjective side of the safety evaluation which are indeed important in any safety evaluation. I only suggested that the list be expanded to include physical (more objective) aspects of the safety evaluation. Thank you for asking an interesting question.

In view of research on safety during pavement evaluation, lack and cost of appropriate safety officer or technology was identified by a colleague of mine who has never worked any where outside the Pavement Evaluation unit in Nigeria.

I think also because these people are not technical people per se. While evaluation and investigation may be part of their schedules, they are not on site most of the time.

Thanks for your answer, but are you implying that not been involved directly in road construction could be a factor because they come to do road investigation only and not work supervision. Also that they are familiar with road investigations and not safety measures, so they need to be trained and treated the same way direct road construction workers are trained and treated.

You are absolutely right. This is exactly the point that i wanted to make. They tried to overestimate or simply are not trained for safety measures. I agree with you they need to be trained as other workers.
