Why is the highly productive Bihar, the least developed state in India?
Based on the MDI scores, Bihar is on the list of top 3 least developed states of India. Do you think the energy poverty in Bihar is the main reason behind it?
Despite having blessed with highly fertile and productive land, good water resources and hard working people why is that Bihar still suffers from lack of development which is quite evident from the number of people migrating from Bihar to other states in search of job and better opportunities.
Bad governance and drought I can understand but population exploitation I don't think so.
I feel lack of road and electricity infra are much stronger proponents of this question. But these infra have improved drastically in 5-7 years recently.
Apart from governance, I feel energy is most important for social and economic developed for any region. In case of Bihar, it has been the most influential factor.

Bihar needs to attract entrepreneurs from rest of India to develop. The public image of Bihar as a business friendly state is low, though this may be an impression but not a reality.
Due to drought & flood, the Bihar agricultural productivity is in inconsistent, although soil is enough fertile. Again, farming is subsistence as more than 90% farmers are small & marginal.
Bihar has highly fertile and productive land, better water resources and hard working people .However. they have to use modern Technology for food production like Punjab, Maharashtra , Karnataka & Gujarat .They should use lab to land transfer technology. Use of pest resistant crops and eugenically modified grains where ever essential.
In short, the foregoing discussion can suggest that there are several underlying factors such as social, political, economic, institutional and historical that have interacted and interplayed together and influenced the growth process and slow pace of Bihar. The economic growth is a dynamic process that depends on resource endowment, social structure, institutional arrangements, economic policies, and environment and technological and human resource development. This is must be advised that reason a holistic analysis that focuses not only on individual choices but also on social structure, caste(this is one of the major culprit play in lacking the pace of Bihar), class, institutions and historical factors is necessary to understand the sources of economic growth and the complex interplay of multiple culprit factors for less economic growth behind the Bihar development.
