What's the relationship between law and technology?

i'm very curious about the relationship between law and technology. Now Germany ist developing his ,,industry 4.0" program, how could law contribute to it?

The purpose of the journal is to publish research papers in Russian, English and Spanish on topical issues of legal regulation and protection of public relations arising in the conditions of rapid development of digital technologies.
The objectives of the journal are to create an open platform for scientific discussions among legal scholars; to expand the availability of research results of scientists and the exchange of knowledge and professional experience between researchers.
The planned frequency of issues of the journal is four times a year (once a quarter). All publications will be free for authors and readers: Platinum Open Access. All published articles will be available for reading, downloading and distribution immediately after publication, provided that the original source and authors are cited by Creative Commons Attribution License - NonCommercial 4.0 (CC BY-NC 4.0).
At the moment, the editorial board of the journal is being formed, measures are being taken to register it, and other organizational issues are being resolved.
The magazine will be published on the Russian platform "Elpub". The electronic edition of the platform is based on international standards of scientific publications. It organizes internal and external (scientific) document flow and communications.
We will be very glad and grateful to you if you accept our invitation to become an international member of the editorial board of the journal, since your professional competence and contribution to the development of science will definitely help to strengthen the quality of our journal and increase its credibility among similar publications.

I guess an interesting point can be social constructivism. Markets are socially constructed, and new technological knowledge is an important source of the emergence of a new market. But when is a market or better to say a submarket defined? In the famous unbundling case, it was the law that decided on the existence of a separate software submarket. Look at Callon's performativity approach, I guess that can give you at least from the theoretical perspective an idea.
The industry 4.0 program aims at creating Smart Factories through fusion of technologies spanning physical, digital and biological worlds. As technology advances, newer problems regarding misuse of the same creeps in. We are already experiencing spate of cyber crime triggered by advancement of information and communication technology, which necessitated the enactment of cyber laws to prevent cyber crimes. Therefore there is a direct relationship between technology and law, in order to ensure safety and security of the system for greater benefit to the mankind.     
What's the relationship between law and technology?
Think this relationship serves as a check & balance function because technology promotes innovations, commercialization & go-to-market whereas law promotes governance, risk & compliance management.

the legal environment provides a framework that is fundamental in the direction and rate of technological change.  Patents encourage innovation and are essential for investment in the effort to create valuable technologies while, depending on the technology, regulation assists and guides dissemination.  For example, in wireless, regulation, in the form of bandwidth allocation, is essential, while in pharmaceuticals, approval by the FDA (or its national equivalent in other countries) provides consumers with sufficient information to allow some reasonable baseline for use.
