What is the criteria to sustaining e-service initiatives? How & why do those particular criteria sustain the e-service initiatives?
Background:
Most governments are currently adopting ICT in their government transformation programs to enhance their service delivery. In line with that, it is a must for them to increase the rate for ICT project success and also increase it's sustainability. According to many researchers, however, there is very little research being done currently on how to sustain the e-services and provide methods to aid developers to reach this goal.
Note:
Sustainability refers to the tendency of a system to endure over time and space, and the ability of the system to become institutionalized. It can be seen as a process, starting from the inception of the system, to the various processes around design, development, support, implementation and operation - Kimaro & Nhampossa, 2004

Hello, Haslinda.
The more critical area is on the collect of the NEEDS which is most of the time is done correctly. Therefore, more effort needs to be putted on how to inform first well about e-service then starting collecting some data from that point.

I thing you right about e-services has not been sustained in many ways. To sustain e-service, lots of efforts need to be done in different areas such as:
• Security need to be update to follow the change in technologies
• Supply chain need to be revised because of actual perturbations in transportations areas
• Internal processes to be recalibrated again to make workflow much more dynamic
• Governments and states need to take more actions to make e-service much sustainable
• Provide statistics data so that researchers and consumers will get more interesting in the outcome.
These are some elements that need to be taking care so that initiatives around e-services would be changed into pratical manners.

The following elements are necessary to enable efficient inter-enterprise
execution:
1. Public process description and advertisement;
2. discovery of services;
3. selection of services;
4. composition of services; and
5. delivery, monitoring and contract negotiation.
Without mechanization of these processes, e-serives will not be able
to provide its full potential in economic extensions of trading relationships

Damian, I agree with you, you are completely right..... but as we know sometimes governments provide support for e-initiatives just for fulfilling their strategic plans/documents.
Maybe this reaction will be a little bit philosophic, but in most cases governments adopt TOP-DOWN approach in development and also governance of services/initiatives.

Maybe you can find some ideas also in the book "The Cathedral and the Bazaar" - by Eric Raymond (top-down vs. bottom up approach) - its for SW development, but in e-services it is the same.

Damian is right. One should consider though that governments have to tackle considerable obstacles like
1. public sector inertia,
2. public servants' half hearted acceptance, if any,
3. insufficient funding,
4. their own lack of long term commitment ,
5. lack of various projects integration.
No project is an island and quite a few of them died along the way.

Dear Maiga... Thank you for your ideas... I agreed with you especially on the internal processes. For example- an e-service must have a starting point and end point. starting point. Starting point could be "I have a problem or I want to find out something or Could you tell me something or I’m requesting a service.." While the end point is the closure of those request.. If an organization especially the government bodies didn't specify clearly this processes, it is not easy to develop a sustain e-service that provide good service delivery to the customer..

George.. i would like to add.. Project alignment and coordination is another factor.. Especially in government sector.. it involve large and complex project, so they should plan, manage and control the e-service project accordingly.. In addition to that, a high percentage of IT alignment to business strategy is a must.
