Discussion
Started 7th Nov, 2019
Scientific Journals with Open Access and no APC (free charges for authors).
According to a previous discussion here in RG, I share a list of scientific/academic journals with free Open Access to both authors and readers.
It is important to note that the no-charge policy may change at any time.
This list will be updated as I have new information about more journals.

Thank you for your question. The whole idea of open access journals was developed around the year 2000/2002 on the basis that the authors pay the costs of publishing their work if accepted and after peer-review. However, there are very few exceptions, for example, if you receive an invitation from the editor to submit an article (usually eminent authors receive such invitations particularly if the journal; has an impact factor). In this case, the fees are weaved. Also, some journals are funded by an organisation to pay the article processing fees.

Dear Jorge Luis Soriano Lorenzo . Short answer is no.
Hybrid means that you are dealing with a subscription based journal (most of the time without any costs except perhaps costs for colour figures which you can opt. for).
Hybrid means that the journal offers an open access option (often quite expensive) but you can choose not to. So in that case it is for free.
Best regards.

@Ayhan Kocaman in the list shared here (see description above) you can find only open access journals with free charges for authors. The list is organized by journal titles, but in the first column you can see the Scopus category of each journal. Dear Rotimi Oguntayo ,
Interesting suggestion. The journal “International Journal of Behavioral Sciences” (IJBS) http://www.behavsci.ir/ is unfortunately not indexed in Scopus. Still, it looks like a good and legit journal:
-Papers have DOI
-Journal is member of DOAJ
-Transparency about costs (for non-Iranians free of costs)
-Publisher is a trustworthy University (Baqiyatallah University of Medical Sciences)
Do not really understand why indexing services like Scopus did not include this journal (yet).

Dear Jeysson. Actually, there are lot of such journals. Mostly all Russian OA journals provide open access together with no APC in some sence. Usually, these are University sponsored journal with not very large number of articles per year. See examples in Scopus:
You can check the websites and also check in DOAJ (there should be direct links from journal homepages to DOAJ) to see that they are both OA and no APC.
Also, many journals provide OA to Russian-language version, though English-language version of the same journal is under subscription. See five journals by Ioffe Institute https://journals.ioffe.ru/site/login, all of them are translated to/from English and have two parallel versions. They are of medium extent, about 200-400 articles per year. For example, "Письма в журнал технической физики" is known in WoS/Scopus as "Technical Physics Letters".
I also known that physical journal of Havana University in Cuba is OA and free of charge.
If you are interested in this, we can make some additional research.

Odangowei Inetiminebi Ogidi What kind of difficulties are you having? Anyway, I recommend you to read the author guideline of the target journal carefully. If journals in these editorials share the submission manager system, usually, each journal has specific requirements. Sometimes these issues could be the reasons for the troubles.
Vinnytsia National Technical University
I think the main thing at Elsevier and Springer is to find the right journal for your article. This can be done through the automated services https://journalfinder.elsevier.com/ and https://journalsuggester.springer.com/. You can submit an article here: https://www.editorialmanager.com/transfermgr/default.aspx and experts from Elsevier will advise you on the journal. Springer has a similar service. Its specialists are included in the work after the articles are not accepted in the journal where you submitted it. And, finally, you can choose the journal yourself by entering the keywords from the article in the search field on the main sites https://www.elsevier.com/ and https://www.springer.com/gp To submit an article to Elsevier, it is enough that it had a clear Scopus structure. To submit an article to Springer, it must be formatted according to the requirements of the selected journal.

After you look up journals in the DOAJ, (Directory of Open Access Journals) to find journals don't charge APCs, you can search in Journal Citation Reports to determine weather the journal is included in Web of Science. If the institution you are affiliated doesn't subscribe to this relatively expensive product, you may be able to determine whether it is included in Web of Science, if the journal's website lists a Web of Science impact factor.
For Scopus indexed journals, I've found that this website, https://www.internauka.org/en/scopus-list has a spreadsheet containing a recent title list.

Dear Joel Cummings ,
Interesting link (https://www.internauka.org/en/scopus-list ) to a ‘recent’ list of Scopus titles indexed in Scopus. However, when you download the list, it appears to be from October 2020 while Scopus is already in June 2021 (see enclosed file). For those interested in keep finding the most recent list go to: https://www.scopus.com/home.uri scroll down and you click on “Scopus source list”.
For impact factors it is indeed somewhat more difficult since in order to benefit to its full potential (the Clarivate’s data) it is not a free service. However to check whether a particular journal is indexed and if so which indexing it has in Clarivate’s database you can check: https://mjl.clarivate.com/home Here you can see whether a journal is indexed in SCIE/SSCI (with an assigned impact factor) or ESCI (eligible for an impact factor in the future).
Luckily here on RG members share the most important info about the impact factors as soon as the list is released (see enclosed file).
Hope this is helpful for those searching for a suitable journal.
Best regards.
PS. Your tip/advice to look into the DOAJ database/membership is a good one, after some difficulties in the past they are doing a pretty good job nowadays to keep predatory journals out of their database.
