An innovative instructional leadership implies that it is outstanding & effective. It is capable of mobilizing the resources allocated to it, in an optimized manner, towards a high quality product which is comprized of humanbeings.
This type of leadership must be genius in order to innovate. It has to be unpredictable to most of the staff & the students. Throughout the educational process, it will invent methods & means every now & then and gets all involved in a very constructive manner.
To be instructional, you have to be authoritative but not a dictator. The excellent leader will empower the staff under his/her command & do not hold all the powers. When the staff feel that they are not enslaved , then they will apply utmost efforts to raise the level of the students. A positive educational environment implies that the staff are supported morally & materially. The staff are the real players ; when the staff become excellent, the students will become excellent.
In short, the type of leadership needed is one which improves the staff in the first place & not a leadership which boasts that it has increased the number of buildings& the faculties.
