Using RF to break the water molecule is very real and non faradic, it is not the current that breaks the molecule, but vibration. By using two frequencies combining in the water sample, you can break the water molecule. John Canzius did this by having a feed back from a reciever on the other side of the sample, works similar to a microphone infront of a speaker. A single frequency will not work, you need a heterodyning effect, a 6X split being the best. Another way is using a carrier with amplitude modulation.
