Dear colleagues: Can anyone guide me to numerical Softwares that are the best and easiest ones for modelling and to simulate?

1. Urban flood and sustainable drainage systems?
2. infiltration ponds and groundwater recharge ?

Ansys is always a very powerful tool,
Analytica might also be an option.
if you want to build your own you can use Python.
depending on your application LabView might also be useful.

I don't know about urban flooding but in the case of groundwater modeling I suggest "HYDRUS" that's i think most powerful software package for simulating water, heat, and solute transport in variably saturated porous media.(See the adress: http://www.pc-progress.com/en/Default.aspx)
