TRIPS provides a general framework. It is up to the signaotories to develop their own IPR legal framework. Many developig countries do not have a functional and enforcable IPR framework. That is why, although many developing countries are signatoriies to TRIPS, the technology transfer is not happening much!

After 20 years, the question should be whether it did, where, how, under what consitions, and with what effects? And TRIPS is IP in general. The answers may be dependent on the kind of IP, and on the technological domain concerned.
It did partly as it has forced signatory stats to review their IP laws to meet the TRIPS- adopted criteria. A significant factor in technology transfer issue is the level of IP protection in developing countries which can persuade to transfer technology to the said countries.
