Basic Research Program Working Papers of the Southern Branch of the Russian Research Institute for Cultural and Natural Heritage. Series: Applied Research and Development. Number: 037–2024–ARD. The problem of qualitative indicators for assessing the results of state programs for the cultural development of regions is considered. The object of the study is a set of state programs for the cultural development of the regions of the South of Russia. The authors focus on the prospect of improving the quality control of the implementation of regional cultural development programs by introducing a new set of qualitative indicators for assessing the performance of regional cultural institutions. The research methodology is based on an institutional-cultural approach to the study and methodological support of regional cultural policy, within the framework of which the target indicators of state programs for the cultural development of individual regions of the South of Russia have been generalized, and an original set of exclusively regional qualitative development indicators has been proposed.

The role of priorities and principles of cultural and educational policy necessary for the protection of traditional Russian spiritual and moral values is revealed. The principles, the implementation of which is important for solving the problems of preserving traditional values through the means of culture and art, are listed and meaningfully characterized. The authors draw attention to the need for additional development of criteria for assessing the compliance of planned activities with the declared priorities and principles, a mechanism for assessing the quality of the final result and the introduction of relevant indicators and indicators in reporting forms for cultural institutions.

An innovative mechanism for the functioning of culture is described, which is the determining scenario for the development of the cultural sphere, which is based on innovation, creative potential, modern models of industry management and new positive practices for its development. It is considered that positive practices in the cultural sphere are designed to build new social relationships, a creative environment, and search for new ideas and meanings. It is shown that creative industries, such as art, design, music, cinema, fashion, etc., become powerful tools for introducing innovative methods and tools into culture. It has been revealed that creative innovations in the cultural sphere are actively developing in the field of digital technologies, and models of regional sociocultural interaction in the cultural sphere in the form of creative clusters are formed based on the use of public-private partnership mechanisms for further self-improvement of regional culture.
The aim of the article was to conduct research on the evaluation potential of target indicators used to analyze the effectiveness of the implementation of state programmes for cultural development of the regions of Southern Russia, its optimality and sufficiency. New tasks in the field of management activity in the sphere of culture, initiated by a number of factors, are analyzed. The most significant factors are identified: informatization and introduction of innovative methods in the management of cultural institutions, the change of generations of visitors to cultural institutions, the change in preferences of the target audience, oriented towards more modern forms of cultural product consumption.
The study was based on the analysis of strategic planning documents presented on the official websites of the ministries of culture of the regions of Southern Russia: Krasnodar and Stavropol Krai, Rostov and Astrakhan Territories, the Republics of Karachay-Cherkessia, Kabardino-Balkaria, North Ossetia — Alania, and Dagestan. The authors analyze the composition of target indicators used in the state programmes of cultural development of the regions, describe their evaluation potential, and classify them. It is concluded that the target indicators of different groups are connected in a complex system of interdependence and complement each other. At the same time, there is a certain bias towards quantitative methods of assessment, which only indirectly and approximately indicate the quality of work of cultural institutions.
We propose innovative target indicators focused on the qualitative assessment of the effectiveness of the implementation of state programmes for the cultural development of regions. These target indicators make it possible to measure the media and network activity of cultural institutions, their presence in virtual space, positive practices of cultural institutions, the development and operation of historical and cultural, literary, ethno-national, cultural and recreational brands in the region.
