В данной статье описывается процесс централизованного сбора результатов лабораторных исследований на COVID-19, и их дальнейшего анализа с применением технологии веб-сервисов, так как распространение COVID-19 отразилась на экономической и социальной жизни во всех странах мира, в том числе и Республику Казахстан, которое привело к ускорению внедрения цифровых технологий в самых разных сферах. Цифровизация способствует переходу в онлайн-среду здравоохранение, трудовой деятельности, образования, и получать больше данных о распространении вируса и обмениваться информацией о результатах лабораторных исследований. Представленное решение является аналитическим модулем, и базируется на платформе ЛИС SmartLAB [1], который производит комплексную автоматизацию лаборатории, в частности ПЦР (полимеразная цепная реакция) [2] лаборатории, соблюдая все рабочие процессы для получения достоверных результатов путем непосредственного взаимодействия с лабораторным оборудованием по международным стандартам HL7 (англ. Health Level 7 — «Седьмой уровень») [3], ASTM (англ. American Society for Testing and Materials – «Американское общество по испытанию материалов») [4] и автоматическому выявлению отклонении от нормативных данных. При реализации решения использовалась собственная платформа ЛИС SmartLAB, в качестве языка разработки API (англ. application programming interface - программный интерфейс приложения) применялся язык PHP 7.3, в качестве СУБД использовался MariaDB 10.3. В настоящий период времени аналитический модуль апробирован в 4-х ПЦР лабораториях для передачи результатов лабораторных исследований на портал РГП на ПХВ «Национальный центр экспертизы» Комитета контроля качества и безопасности товаров и услуг Министерства здравоохранения Республики Казахстан.

The article describes development of an information system for storing the results of scientific work of the Taraz Regional University named after M. H. Dulaty. Today, such works are organized in a non-automated way. In addition, this leads to a number of anomalies, namely: errors in data entry, their duplication, complexity of preparing reports, difficulties in finding the necessary information because of the lack of the information system. In order to solve such problems and to improve data quality it is necessary to create research analytical information system that allow to reduce manual workload and use simple and convenient access system to stored information using various queries. The aspects of creating a research information system described in the article can be implemented in any higher educational institution of the Republic of Kazakhstan. In order to create an information system, a functional model was created using the Fusion Process Modeler 4.0 CASE-system. After the decomposition of the diagram, five functions were identified: "Accounting the research staff", "Research", "Accounting the publications", "Dissertation defense", "Reporting". Modern tools are used in the development of a system for analyzing and monitoring the research activities of TarRU: PHP scripting language, which is widely used for web applications, JavaScript, which is well known as a scripting language for interactivity on web pages in browsers, Microsoft SQL Server relational database management system.

The article gives an overview of Astana IT University’s (AITU) experience in performing the teaching conditions for achieving the learning outcomes. The introduction of a competency-based approach to the formation and assessment of learning outcomes has led to a new system of training and assessment tools. Stakeholdership as a modern mechanism, the problem of focusing on employers’ needs, the stages of the education programme (EP) development and the criteria for assessing the learning outcomes achievement are discussed in details. The quality of education is determined by the quality of the results of the educational process, where the educational achievements of students and the qualifications of graduates become the main components of education quality. The purpose of the study is aimed to summarize the practice of using assessment tools as the key factors and conditions for establishing learning outcomes. The research methodology used is quantitative and qualitative data analysis as well as analysis of class observation in AITU done within the research on learning outcomes achievement. The choice and design of teaching technology are primarily determined by the type of students’ competencies, characteristics of the planned learning outcomes for each level of competence (knowledge, skills, and experience). Constant improvement of EP content and educational technologies as a key factor of education services quality is a vital demand.

Diploma or Dropout - it is argued, whether graduation is more important than a successful startup. Students drop either college or their ideas. A presented exploratory study about the incubation of technological startups among students tries to solve this contradiction. The curricula business incubation as the educational discipline inside of the curriculum was offered in opposition to the extracurricular activities of students. There is not a lot of data about this model of student incubation outside of the university's entrepreneurship center and every contribution is valuable. The used research method is Qualitative studies, so the surveys among students are conducted during and after the incubation process on the educational discipline "Startup & Technological Entrepreneurship". At the end of this research, the framework was proposed, a set of actions, for helping students to go all the way from Idea to Product and Techno-Business. The framework is tested on a limited number of students in several universities in developing countries. The experiment is about embedding the syllabus into the Curriculum and measuring of achievements of students. The course is supposed to be elective and only students wishing to develop something are accepted. Later, interviews are conducted with two groups of students: those who passed the offered course and those who tried to develop startups independently. The final aim is to prove whether the inter-curricular framework works and how it overperforms other similar extra-curricular solutions.

European countries are recognized leaders in the use of public-private partnerships in project management for large-scale infrastructure projects, including those that contribute to energy efficiency in various sectors of the economy. Their experience is a useful example for Ukraine in its quest for energy independence and economic stability. Establishing partnerships with business will increase the resources of the state and promote the involvement of the private sector in the implementation of profitable and image projects for both stakeholders. The development of mechanisms and recommendations for the development of public-private partnership (PPP) should be preceded by an analysis of international experience in creating a favorable and attractive environment in which public-private partnerships can be intensified. Since energy efficiency is the key to the successful functioning of the economy of any state, it is necessary, creating the conditions for the successful functioning of public-private partnership, to develop programs and projects to improve energy efficiency, which will be implemented under the PPP on a priority basis.

The article presents theoretical and empirical results of the study of the advantages of adaptive learning. The practice of creating and organizing adaptive learning for students using the «Moodle» platform is considered, and the results of the application of the adaptive learning model in the preparation of first and second-year students in secondary vocational education are presented. The article presents the results of the input, intermediate, and control measures that the control and experimental groups took. The results are presented both in tabular form, indicating the individual achievements of students in points, and in the form of bar charts. Based on the data obtained, it is possible to quantify the progress in the study of the discipline of mathematics and to compare the individual achievements of students. Thanks to a detailed assessment of various aspects of the results of experimental tasks, it is possible to identify with high accuracy the strengths and weaknesses in the preparation of each of the students, to give individual recommendations for further training. The verification of the validity of the coincidences and differences in the characteristics of the control and experimental groups was carried out by using the Kramer–Welch statistical criterion, which demonstrated, on the one hand, the equality of the training levels of the control and experimental groups at the beginning of the pedagogical experiment under consideration, and on the other hand, the significance of the difference in the level of training at the end of the training process through the application of the proposed methodology.

The article considers the tasks and features of mathematics training for students of secondary vocational education. Special attention is paid to the need to solve the problem of adaptation of students to the conditions of study in college and the organization of independent work. In this regard, the authors propose to make wider use of the practice of adaptive learning as innovative pedagogical tools. The article considers the concept of the effectiveness of adaptive personalized learning and suggests the directions by which it can be evaluated. As an example, the experience of implementing an adaptive educational course “Mathematics”, designed in the Articulate Storyline platform, is analyzed. The module is designed to organize and support adaptive learning of students of the Department of Information Systems by means of adaptive educational technologies. The results of the training are analyzed, and the possibilities of the Articulate Storyline platform in ensuring the independent work of students are presented. The main part of the article is devoted to evaluating the effectiveness of e-learning using an adaptive educational platform. With the help of questionnaires and tools of the Articulate Storyline platform, an assessment of the educational result achieved was made, the degree of motivation of students to master the discipline of mathematics was analyzed, and the attitude of students to the process of e-learning using an adaptive educational platform was investigated.

In the contemporary world, Ethereum is a very reliable financial saving among cryptocurrencies. It is also well known as a blockchain platform for creating and launching its own cryptocurrency. The applications run on Ethereum executed by a platform-specific cryptographic token, ether. During 2014, Ethereum had launched a pre-sale for ether, which had received an overwhelming response. Ether is used broadly for two purposes: it is traded as a digital currency exchange like other cryptocurrencies, and it is used inside Ethereum to run applications and even to monetize work. It should be noticed that the smart contract has brought a significant share of the success to Ethereum. The smart contract is a computer programme that independently performs assigned tasks between network participants without the participation of a third trusted party. Smart contracts and their intranet transactions have facilitated the rapid expansion of the Ethereum network. Smart contracts are widely represented on the market, either as electronic transaction payments or as applications for the implementation of logistics supplies, gambling, and other sectors. These transactions are irreversible and fully tracked online. Whereas the electronic records are available in a public distributed ledger and include data about user addresses, whereas the real names are hidden. The article explains the usage of decentralized accounts and their electronic transactions in the Ethereum network. The results are presented through different application sectors. Additionally, a new method for extracting blockchain records through node cluster via IPFS path is implemented in the research.

The article analyzes the market position of construction companies and builds a justification for updated methodological and analytical tools for evaluating, selecting, and building a productive system of portfolio administration of housing projects, which are implemented in a single operating system of the development company. The problems of investment activity of stakeholder construction companies, which have been constantly carried out in many countries by prominent foreign and domestic scientists, have been studied. Several variants of circumstances that shape the external and internal environment of the developer are analyzed, which must be taken into account when determining the strengths and weaknesses of the enterprise, its capabilities and threats, which provides a general picture of the internal situation and is important for developing optimal strategy for the enterprise. The operating system is determined by the introduction of fundamentally new updated scientific and applied tools designed to provide the development company with a clear formalization and proper analytical support of the processes of formation, analysis, and productive subsequent administration: the leading innovation of the tools introduced commercial housing construction, which are implemented in a complex economic and managerial format – production-technological, resource-logistical and administrative management of the content of business processes of project cycles as part of the portfolio of housing construction projects of the developer.

NEURAL NETWORK MODELING AND OPTIMISING OF THE AGGLOMERATION PROCESS OF SULPHIDE POLYMETALLIC ORES

During the operation of the lead-zinc production while processing of polymetallic ores, problems arose related to the quality of products and the efficient use of equipment – agglomeration furnace and crushing apparatus. Previously, such issues were resolved due to the experiences and based on mathematical modeling of processes. The mathematical model for optimizing unnecessary such operating mode is a difficult program. Performing calculations is required a fairly large investment of time and resources. Therefore, the program of the mathematical model for optimizing the operating mode of the agglomeration furnace and the crushing device for sinter firing was replaced with a neural network by implementing the process of training the network based on the results of calculations on a mathematical model. The results obtained showed that neural network models were more accurate than mathematical models, which made it possible to solve production optimization problems of great complexity. The use of neural networks for modeling technological processes has made it possible to increase the efficiency of product quality control systems and automatic control systems for the roasting of sulfide polymetallic ores.

With the improvement of intelligent systems, speech recognition technologies are being widely integrated into various aspects of human life. Speech recognition is applied to smart assistants, smart home infrastructure, the call center applications of banks, information system components for impaired people, etc. But these facilities of information systems are available only for common languages, like English, Chinese, or Russian. For low-resource language, these opportunities for information technologies are still not implemented. Most modern speech recognition approaches are still not tested on agglutinative languages, especially for the languages of Turkic group like Kazakh, Tatar, and Turkish Languages. The HMM-GMM (Hidden Markov Models - Gaussian Mixture Models) model has been the most popular in the field of Automatic Speech Recognition (ASR) for a long time. Currently, neural networks are widely used in different fields of NLP, especially in automatic speech recognition. In an enormous number of works application of neural networks within different stages of automatic speech recognition makes the quality level of this systems much better. Integral speech recognition systems based on neural networks are investigated in the article. The paper proves that the Connectionist Temporal Classification (CTC) model works precisely for agglutinative languages. The author conducted an experiment with the LSHTM neural network using an encoder-decoder model, which is based on the attention-based models. The result of the experiment showed a Character Error Rate (CER) equal to 8.01% and a Word Error Rate (WER) equal to 17.91%. This result proves the possibility of getting a good ASR model without the use of the Language Model (LM).

The structure and functions of mechanisms of development and erosion of competencies in innovative projects of implementation of information and communication technologies are considered. The factors of development and erosion of competencies are determined and a model of competence and competency assessment for the successful implementation of information and communication technologies is identified, for example, for master’s degree in project and program management. The proposed model of competence development of the project team for the creation and implementation project is based on the balance of factors of development of competencies of the innovation project and their erosion in the process of implementation. Investigation of factors of development and erosion of competencies in the management of innovative projects can adequately respond to changing the profile of competencies of innovation projects. At the same time, the analysis allows the project manager to form effective programs for acquiring certain competencies for team members and other interested parties. The proposed model of the factors of development and erosion of the system of competencies is tested on the examples which confirmed its adequacy and effectiveness.

Defender--Attacker Models for Resource Allocation in Information Security

Today, information security in defender-attacker game models is getting more attention from the research community. A game-theoretic approach applied in resource allocation study requires security in information for successive defensive strategy against attackers. For the defensive side players, allocating resources effectively and appropriately is essential to maintain the winning position against the attacking side. It can be possible by making the best response to the attack, i.e., by defining the most effective secure defensive strategy. This present work develops one defender – two attackers game model to determine the defensive strategy based on the Nash equilibrium and Stackelberg leadership equilibrium solutions of one defender-one attacker game model. Both game models are designed and studied in two scenarios: simultaneous and sequential modes. Game modes are defined according to the information that is available for attackers. In the first one, the defender is not aware of the attack and makes a simultaneous decision of how many resources should be allocated. Meanwhile, in the second mode, the defender knows about the entrance of attackers into a market and is assumed to commit a better strategy. The budget constraints are studied for both modes, all calculations and proof are presented in the work. According to obtained game mathematical models, it can be highlighted that network value of customers is important through the introduction of new variables in modeling and performing game theory equilibria. This paper underlines the importance of information availability, budget limitations, and network value of customers in resource allocation through mathematical models and proofs; and focuses on modeling and studying defender-attacker games to define defensive strategy.

EXPERT-ANALYTICAL MODEL OF MANAGEMENT QUALITY ASSESSMENT AT A CONSTRUCTION ENTERPRISE

This article develops an expert-analytical model for assessing the quality of process-oriented management of construction companies. The model differs in a two-tier approach to object evaluation by pre-evaluating the characteristics of objects and their parameters. Assessments were made in connection with the time and financial costs of resources that allow to forming an expert group, conduct a survey and analyzing its results. These results were conducted by the method of written questionnaires, which are divided into three groups: general information about the expert (age, experience, specialty, etc.), the main questions related to the problems being analyzed or evaluated, additional questions to determine the rationale for answers , competence of experts, etc. The list of possible linguistic estimations of characteristics and parameters and their numerical equivalents is formed that will give the chance to provide quality of process-oriented management on the basis of the analyzed integrated indicators of quality of management of the building enterprise. A generalized assessment of the characteristics of each of the experts of the formed group in the expert-analytical model is also formed. The list of objects, parameters and their components which are intended for an estimation of quality of management at the building enterprise is generalized. The dynamic analysis of the integrated indicator of management quality allows the institutional level of contractors to rationally plan the activities of the construction company and adjust the work in sectors (financial, production, resource, etc.) for which negative evaluations were obtained.

CALS-MODEL FOR FORMING THE ANTI-CRISIS POTENTIAL OF CONSTRUCTION ENTERPRISES

This paper considers the peculiarities of the formation of economic immunity of construction companies. A system has been proposed to improve the mechanisms of preventive protection and securement of enterprises from loss of viability and subsequent self-liquidation or bankruptcy, which allows effectively identifying existing risks and threats from micro-, meso- and macro-environments and responding to them with the preventive means through economic immunity. A new definition for the term «economic immunity» of the enterprise is proposed, which includes subsystems of monitoring, early detection of internal and external threats, assessment of the degree of danger (risks), diffusion, elimination or neutralization, and formation of «memory» of the threat through a system of indicators. The differences of economic indicators of construction enterprises, which are characterized by different levels of the anti-crisis potential use, are studied, the five most significant indicators of the use of the anti-crisis potential are identified. The rules-conditions for determining the level of activation of anti-crisis opportunities and vulnerability of enterprises to threats for economic security are formulated. Methods of identification and control of the level of anticrisis potential use of the construction enterprise in the context of digital transformation which allows estimating quality and expediency of administrative actions are developed. The formation mechanism of the anti-crisis potential of the construction enterprise is developed. Its structure is defined, conceptual foundations of the integrated information system creation of the construction enterprise that should provide the possibility of interaction of various subsystems within the enterprise and the analysis of threats from interaction with various stakeholders are substantiated.

Peculiarities of formation of anti-crisis potential of construction enterprises are considered. Construction companies are rapidly adapting to the requirements of the digital economy, transforming the management structure, business processes. To improve the system of preventive protection and protection of enterprises from loss of viability and subsequent self-liquidation or bankruptcy, a system of indicators is proposed, which allows to identify existing risks and threats at an early stage. In order to improve the mechanism of control of the stability of the system of anti-crisis potential of construction enterprises in the medium term, a cluster analysis was performed. The study was based on 53 enterprises of the type of activity «construction». This study allowed us to identify the most important, priority, leading indicators of the loss of economic security and to clarify the threshold values of these indicators and the degree of their «blurring» in the unstable conditions of the external economic environment. Indicators of crisis state of construction enterprises are determined by means of fuzzy sets, among which it is possible to allocate: level of capital consumption by owners, level of operating sales on retained earnings, return on working capital on retained earnings, cost of operating expenses on personnel costs, term of accounts payable. The main direct and indirect signs of deterioration of the anti-crisis potential of the enterprise are revealed. The model of information interaction of divisions of the enterprise is offered. All processes of information exchange with the help of IMS (Information Management System) have the ultimate goal of the maximum possible exclusion from the business practice of paper documents and the transition to direct paperless data exchange (in the practice of construction is an example of creating a BIM-model of objects).

Conclusion Since 2007, a new generation NGN network (Next Generation Network) based on IP (Internet Protocol) has been operating in the Republic of Kazakhstan. The present work is based on the classic ARIMA method for predicting the future values of empirical data in the field of telecommunications. This work aims to predict the subsequent levels of a series to control information flows in the network to avoid overloads and losses. As a result of the study, a visual analysis of the studied time series showed that the series has an uneven packet intensity, which allows for the non-stationarity of the data series. For the reliability of the assumptions about the non-stationarity of the data series, test experiments were carried out from among the Unit Root. The Augmented Dickey-Fuller test confirmed the presence of a unit root, and hence the series is not stationary. Further, for forecasting the time series, the ARIMA method (autoregressive integrated moving average) was used to describe non-stationary time series and make reliable short-

The variety of communication services and the growing number of different sensors with the appearance of IoT (Internet of Things) technology generate significantly different types of network traffic. This implies that the structure of network traffic will be heterogeneous, which requires deep analysis to find the internal features underlying the data. A common model for analyzing the processes of a multiservice network is a model based on time series. Numerous empirical data studies indicate that the packet intensity time series do not belong to the general aggregates of a normal distribution. The problem of predicting network traffic is still relevant due to managing information that flows into a heterogeneous network. In this work, the authors studied the time series for stationarity in order to select an appropriate forecasting model. A visual assessment of the series assumed non-stationarity. The Augmented Dickey-Fuller Test is applied, and the measured network traffic is predicted using the ARIMA (Auto-Regressive Integrated Moving Average) statistical method. Results were obtained using the Econometric Modeler Matlab (R2021b) application. The results of the autocorrelation function (ACF) and partial ACF are analyzed, with the help of which the ARIMA model is optimized. As a result of the study, a software algorithm for the ARIMA (0,2,1) model was developed.

AN EFFICIENT APPROACH FOR THE IMPLEMENTATION OF THE GOBANG GAME USING ARTIFICIAL INTELLIGENCE METHODS

Gobang is one of the most ancient abstract strategy games for two players. The game is traditionally played on a board with black and white stones, where players take turns placing a colored stone on an empty intersection. The winner is the first player to form an unbroken chain of five stones, either horizontally, vertically, or diagonally. Although the rules of Gobang seem pretty straightforward, the game tree complexity is enormous since the board state is more intuitive than in other games. In this paper, we will implement an algorithm that will solve the Gobang game using artificial intelligence (AI) methods. The program will begin learning from scratch, then use self-play to produce training data, and eventually steadily build up its strength. The present work first focuses on the implementation of the supervised learning algorithm in the identification procedure in order to identify the position of the current fallen piece. This will be achieved by utilizing image processing and a convolutional neural network. Then a Gobang game procedure will be implemented using a game search algorithm, in which the state of the game is judged by means of a human-set function. After that, the function of judging the game state in the above game search algorithm will be changed to an artificial neural network (ANN) model, since it is convenient to train a model with a small dataset. Finally, the reinforcement learning algorithm will be applied to learn the artificial neural network model so that the playing level of the Gobang game program can be continuously improved.

Статья посвящена оценке параметров помех экспериментальным путем. В статье рассмотрены технология LTE, основные параметры и услуги технологии LTE, проведен расчет внутренних параметров. Установлено, что потери зависят от расстояния между передатчиком и антенной. Результаты, полученные в ходе проведения данного эксперимента, показали, что при использовании аппаратуры сотовой связи в зоне обслуживания радиусом порядка 1,9 км связь в направлении АС-БС будет устанавливаться в 90 времени и мест с отношением сигнал/шум на выходе приемника не хуже 16 дБ. Как видно из расчетов, технология LTE обеспечивает эффективное радио покрытие и может работать с высокими скоростями для абонентов, находящихся в центре и на границе соты иметь достаточно хороший уровень сигнала. The article is devoted to experimental estimation of interference parameters. The article discusses LTE technology, the main parameters and services of LTE technology, and calculates the internal parameters. Introduction of LTE technology in the Republic of Kazakhstan is currently an urgent topic. LTE technology is one of the most high-speed mobile access technologies. The main advantage of LTE is the so-called open Internet access. This means that a mobile network subscriber can access the Internet using the most convenient device at the moment a mobile phone, PDA, smartphone, or laptop that has the most suitable characteristics for the current exchange of information. It is established that the losses depend on the distance between the transmitter and the antenna. The results obtained during this experiment showed that when using cellular communication equipment in the service area with a radius of about 1.9 km, communication in the direction of the AC-BS will be established at 90 of the time and places with a signal-to-noise ratio at the receiver output is no worse 16 dB As can be seen from the calculations, LTE technology provides effective radio coverage and can operate at high speeds, for subscribers located in the center and at the cell border to have a fairly good signal level.

The article deals with the problem of objective knowledge assessment using expert automated systems for monitoring and evaluating knowledge. The expert systems of control and knowledge estimation are usually developed on the basis of different approaches to constructing a question and answer on test. The analysis of existing testing methods made it possible to conclude that questions with selective and selectively constructed types of answer do not always allow objectively assessing the knowledge of trainees, which reduces the stimulating effect of pedagogical evaluation on cognitive activity of trainees, and the quality of the learning process as a whole. The article proposes a method of knowledge estimation, which is based on a new approach to constructing a question and answer that allows a freely designed form of a test response. Such answer is analyzed by a set of criteria for its formation based on the developed algorithms for the criteria for assessing their quality. This makes it possible to apply the obtained results to solve the scientific problem of objective knowledge assessment using testing. The proposed approach gives an opportunity to expand the functions of tests, thereby increasing the approximation degree of the estimation for the test to the level of the real knowledge of students. The purpose of the article is to justify the effectiveness and develop the expert system of control and knowledge assessment. The article is addressed to a wide range of researchers and experts in the field of education and information technologies.

In the context of the formation of an innovative economy, great attention in management in recent years has been paid to the problems of mastering and implementing the management of an organization based on quality. Quality management is one of the key functions of both corporate and project management, the main means of achieving and maintaining the competitiveness of any organization. The historical experience of the USA, Japan, Germany, and a number of other countries shows that ensuring the steady and harmonious development of any enterprise through the use of effective management systems based on quality is one of the main levers with which they managed to overcome the economic crisis and take a strong position in the world market. The research topic is relevant due to the great importance and significance of the integration mechanisms for the development of enterprises and organizations based on quality management. Thus, the construction of a functional model allows you to develop new solutions for bringing enterprises to a new level of development. In recent years, the role of quality in ensuring the competitiveness of products and enterprises has significantly increased, which requires the management of organizations to develop and implement modern management models that meet the requirements of international and national standards. This article discusses an algorithm for the formation and implementation of a functional model for the development of an organization based on quality management in an educational organization. The feature of quality management policy in an educational organization is analyzed. A process of forming a functional model based on standardization, which is based on the implementation of interrelated processes that increase the efficiency of an organization in obtaining the intended goals, is proposed. This article describes the algorithm of formation and realization of the functional model of development of the organization on the basis of quality management in education. Analyzed features of the policy of quality management in educational organizations. The proposed formation process of the functional model on the basis of standardization is based on the implementation of interrelated processes that increase the organization’s effectiveness in obtaining goals.

APPLICATION OF MULTISPECTRAL IMAGES TO SEARCH FOR CONSTRUCTION OBJECTS ON THE SPECTRAL SIGNATURES BASE

The work is devoted to the study of Landsat-8 multispectral images of not high resolution using the spectral angle method on the base of spectral signatures libraries to detect objects under construction in an urban area. The physical basis of the research method is that all objects have different reflection coefficients depending on the wavelength. This property makes it possible to identify various substances by their spectral signatures. In the work, an automatic comparison of the curves of the spectral reflectivity of objects on a low resolution space multispectral image was made to identify the identity of the characteristic energy absorption and reflection zones for detecting objects in the construction process. The article also describes the stages of image preprocessing, cross-track illumination correction of the image, atmospheric correction, and mathematical operations of bands transformation, which provide more opportunities for analysis and recognition of objects using a spectral study of a space image. The study accurately determines the presence or absence of the desired materials, since the search is based on the molecular structure of the substance. Also, the use of multispectral images allows you to analyze the entire city at the same time. The initial data was taken from a 2021 Landsat-8 satellite image with 11 bands, with a resolution of 30 meters, which was enhanced to 15 meters during pre-processing. The results of the search and detection of objects under construction in the city are given. The detection results can be used as input data for further in-depth analysis.

Various fuzzy inference systems that operate on the basis of polynomial consequents of fuzzy rules. As well as inference methods for such systems, in particular, Takagi-Sugeno fuzzy inference systems, their differences from other popular fuzzy systems, such as Mamdani systems, etc., are considered. The attention is focused on the features of the functioning of such systems both in the construction of elementary fuzzy systems. The Systems for which the calculation of the general logical conclusion involves intermediate levels of logical inference with many hierarchically interconnected blocks of fuzzy rules. Fuzzy sets of type 2 are considered, the membership index of which is a fuzzy term of the first type. This allows you to take into account the secondary fuzziness of linguistic concepts in the design of intelligent systems based on fuzzy inference. Fuzzy systems of the second type based on Takagi-Sugeno systems and the iterative Karnik-Mendel algorithm are considered to obtain a logical conclusion for fuzzy systems with the interval membership functions of the second type in the antecedents of fuzzy rules. The proposed procedure for lowering the order of fuzzy rules for higher-order Takagi-Sugeno fuzzy systems is described and justified. A fuzzy inference method for higher-order fuzzy systems based on the partition of a set of input variables is proposed. It is proposed to build a separate block of fuzzy rules for each of the input subspaces in the presence of a common polynomial. Which is a higher-order consequent, that reduces the total number of fuzzy rules in blocks.

The relevance of the topic is that currently the development of information technology allows to implement integrated risk management of scientific projects, which, in turn, expands the range of opportunities for project managers to manage integrated human risks, conflicts and factors of behavioral economics. This study aims to develop the structure of the information base for integrated risk management of scientific projects under uncertainty conditions and behavioral economics. To achieve this goal it is necessary to perform the following tasks:• to analyze information technologies that can be used to create information bases for risk management of scientific projects;to develop a scheme for the implementation of information technology for integrated risk management of scientific projects under uncertainty conditions and behavioral economics;• to develop an algorithm for filling the information technology for integrated risk management of scientific projects under uncertainty conditions and behavioral economics. The information technology of integrated risk management of scientific projects in the conditions of uncertainty and behavioral economy which will be constructed on the basis of the developed structure of information base IRMSP is offered. The research was conducted within the framework of project management methodology using information technology tools. Thus, the structure of information technology of integrated risk management of scientific projects under uncertainty conditions and behavioral economics, as well as the scheme of its implementation was designed, which in turn will allow the head of the scientific project and his team to implement the IRMSP methodology developed by the authors in order to ensure the successful and timely implementation of the scientific project to meet the needs of its stakeholders.

The pace at which scientific data is produced and disseminated has never been as high as it is currently. Modern sequencing technologies make it possible to obtain the genome of a specific organism in a few days, and the genome of a bacterial organism in less than a day, and therefore researchers from the field of life science are faced with a huge amount of data that needs to be analyzed. In this connection, various fields of science are converging with each other, giving rise to new disciplines. So, bioinformatics is one of these fields, it is a scientific discipline that has been actively developing over the past decades and uses IT tools and methods to solve problems related to the study of biological processes. In particular, a crucial role in the field of bioinformatics is played by the development of new algorithms, tools and the creation of new databases, as well as the integration of extremely large amounts of data. The rapid development of bioinformatics has made it possible to conduct modern biological research. Bioinformatics can help a biologist to extract valuable information from biological data by using tools to process them. Despite the fact that bioinformatics is a relatively new discipline, various web and computer tools already exist, most of which are freely available. This is a review article that provides an exhaustive overview of some of the tools for biological analysis available to a biologist, as well as describes the key role of information systems in this interdisciplinary field.

The paper is devoted to solving such a scientific and practical problem as the creation of computerized infocommunication systems for support building-technical expertise to determine the causes of destruction and deformation of buildings and structures. The analysis of the current state of expert activity within the framework of building-technical expertise is carried out. Perspective directions of the introduction of intelligent infocommunication systems in the course of performance of building-technical expertise and expert researches are outlined. The architecture of Intelligent Support System Building-Technical Expertise and the communication scheme of experts with the system are shown. To mapping expert knowledge formalized in the form of fuzzy associative rules to the memory card of the Cascade ARTMAP category fuzzy artificial neural network, it is proposed to use a fuzzy Mamdani-type inference system. The main input data, on the basis of which a fuzzy conclusion is realized to establish the degree of influence of various environmental factors on the technical condition of buildings and structures, are systematized and presented in a form acceptable for processing by computerized systems. At the same time, the main focus is on the study of facilities that are built and operated on subsidence loess soils. The process of formalization of heuristics, which is based on the formation of associations related to information on the position of signs of deterioration of the technical condition of the objects of expertise and the position of the changed soil, is described. Examples of interpretation and fuzzification of input information on soil properties, characteristics of the soil base of the object of building-technical expertise, and the surrounding area are given. The described approach provides an opportunity to reduce the risks of making wrong decisions by using the system as an intelligent database. The use of an artificial fuzzy neural network of the Cascade ARTMAP category gives the system the ability to form an expert conclusion on the degree of influence of various environmental factors on the technical condition of objects in the fuzzy conditions of a partially observed environment.

This article discusses an innovative device designed to determine the value of the steady-state current in the primary circuit of electrical installations using reed switches and a microprocessor without the use of current transformers. The typical structure of relay protection devices is considered. The main elements are presented. When choosing a primary converter, a reed switch was taken, because it has certain advantages over current transformers. As part of the research, experimental installations for measurements were assembled. They made it possible to emulate the real conditions in which the relay protection devices have to function, unnecessary and to depict the characteristics of future devices. The code is presented that allows the microprocessor device to function according to the laid down algorithm. A device on a reed switch and a microprocessor is presented, which allows transmitting a certain amount of current in the primary circuit in digital form (binary code) to the microprocessor protection. The presented measuring device made it possible to implement a method for determining the magnitude of the steady-state short-circuit current.

The paper presents the theoretical foundations of creating the educational environment of an educational institution using the project approach at the stage of building models and displaying communications in the information environment following GOST R 54869 – 2011. The article considers the Markov process with discrete states, discrete-time, and homogeneous characteristics of transition probabilities. The latter means that the transition probabilities for the series do not change over time. The set of specific values of transition probabilities characterizes the level of organizational maturity of the project. A unified method of transformation of iconographic models of states of complex systems in the Markov chain is developed. The method has sufficient simplicity of the mathematical apparatus and high reliability of the mapping of the phenomenological properties of stochastic systems. The developed model allows us to study the features of communication processes incompetently oriented information training systems in the educational environment of educational institutions and to obtain a quantitative assessment of the effectiveness of such systems. The management of educational activities of an educational institution should be considered as a continuous process of improving its activities in the conditions of modern competition in the market of educational services. The proposed model, based on the project approach, will allow the efficient use of material resources, as well as flexibly respond to any changes both within the educational institution and in the external environment.

В статье рассматривается инновационная методика формирования знаниевых компонент планируемого обучения, основанная на концепциях и механизмах онтологического инжиниринга, проектно-ориентированной технологии обучения и компетентностной модели выпускника. Показаны возможности образовательной среды, связанные, во-первых, с традиционным формирование знаниевого контента дисциплин учебного плана во-вторых, в случае использования проектно-ориентированной технологии обучения, планировать знаниевый тренд и формировать знаниевый контент профилирующих и базовых дисциплин учебного плана специальности, в соответствии с компетенциями компетентностных моделей этапов CDIO и, в-третьих, используя проектно-ориентированную технологию обучения и компетентностный подход, планировать знаниевый тренд и формировать знаниевый контент сценария индивидуальной траектории обучения. В этом случае, для конфигурирования сценария обучения используются знаниевые компоненты и параметры smart-контракта. На примере дисциплины Технологии разработки распределенных приложений и проекта Банковская система типа клиент-сервер , приведены формализмы и концепции образовательной среды, связанные с формированием знаниевого контента данной дисциплины, в соответствии с компетентностными моделями этапов CDIO. Данная методика нашла свое отражение в образовательной среде, выполненной в виде web-приложения, и апробацию в учебном процессе, на кафедре Компьютерная и программная инженерия , университета Туран . The article considers an innovative method of forming knowledge components of planned training, based on the concepts and mechanisms of ontological engineering, project-oriented learning technology and the graduates competence model. The possibilities of the educational environment are shown, first of all, connected with the traditional formation of knowledge content of the curriculum disciplines second, in the case of using project-oriented learning technology, plan the knowledge trend and form the knowledge content of the profile and basic disciplines of the specialty curriculum, in accordance with the competence models of the CDIO stages and, third, using the project-oriented learning technology and the competence approach, plan the knowledge trend and form the knowledge content of the individual learning trajectory scenario. In this case, knowledge components and smart-contract parameters are used to configure the training scenario. Using the example of the discipline Technologies for developing distributed applications and the project Client-server banking system, the formalisms and concepts of the educational environment related to the formation of knowledge content of this discipline, in accordance with the competence models of the CDIO stages are presented. This method is reflected in the educational environment, made in the form of a web application, and tested in the educational process, at the Department of Computer and software engineering, Turan University.

The article formulates the aims of HEI's activities, as well as approaches to managing all actions that ensure the achievement of the stated aims. The process approach is defined as the main one in the university management system. It is shown that the main directions of improving the activities of the university are the transition to the application of the process approach to the management of HEI and its informatization. On this basis, it is necessary to develop new, more modern university management systems that meet the contemporary requirements for the governance of multifunctional facilities and implement them in the form of process systems. We propose a conceptual model of the implementation of the functions to plan the educational process. The effects on planning functions are presented and the interrelation of these functions in the traditional form of planning is described. The tasks are formulated that need to be solved for modeling and optimizing business processes of planning and monitoring the academic workload to create an effective information technology for automating the functions of information processing. We propose a structural model for the implementation of information and procedural components of IT for planning and monitoring the educational environment. The implementation of this model in software provides the calculation of the optimal planned workload of students and teachers, considering the conditions in which the educational process is implemented.

The development of digital technologies stimulates changes in the field of education, including for students of the educational programs «Digital Journalism» and «Media Technologies». This paper presents the practice of using a database of digital multicultural content in journalism lessons. The relevance of this scientific publication is due to the need to integrate digital technologies into the educational process and the development of students’ skills in working with programming languages. The importance of using such content is described by the modern realities of the educational system, when all members of the academic community are involved in the process of forming national identity within the country and global globalization. Kazakhstan’s conditions demonstrate the penetration of cultures of various ethnic groups, religions, which is the reality of modern teachers and students. The author offers a model for creating a database of digital multicultural content. To do this, the multicultural content of three TV channels and online publications posted on digital services is being studied. The design and structuring of web portals, interfaces, and content are studied. The author conducts quantitative and qualitative research of media materials. A parallel is drawn between the amount of digital content published on television and on Internet resources. Through lexical and compositional analysis, trends and issues of digital multicultural content are identified. The information obtained during the study was organized into a database in the PostgreSQL programming language. As an experiment, the use of the database was tested in journalism lessons when performing exercises and conducting mini-studies. At the end of the training course, a survey of students was conducted on the effectiveness of using databases in the classroom. The students’ answers are analyzed and presented in a generalized form. The methodological methods of working with students described and analyzed in this article are important material for the development of the educational goals of future journalists.

PROTEIN IDENTIFICATION USING SEQUENCE DATABASES

The bottom-up proteomics approach (also known as the shotgun approach), based on the digestion of proteins in peptides and their sequencing using tandem mass spectrometry (MS/MS), has become widespread. The identification of peptides from the obtained MS/MS data is most often done using available sequence databases. In this paper, we present a detailed overview of the peptide identification workflow and description of the main protein bioinformatics databases. Choosing the correct search parameters and the sequence database is essential to the success of this method, and we pay special attention to the practical aspects of searching for efficient analysis of MS/MS spectra. We also consider possible reasons why database search tools cannot find the correct sequence for some MS/MS spectra, and highlight the issues of misidentification that can significantly reduce the value of published data. To help assess the assignment of peptides to MS/MS spectra, we will look at the scoring algorithms that are used in the most popular database search tools. We also analyze statistical methods and computational tools for validating peptide compliance with MS/MS data. The final part describes the process of determining the identity of protein samples from a list of peptide identifications and discusses the limitations of bottom-up proteomics

As organizations increasingly rely on digital technology to operate, protecting their information and data has become a critical concern. Information security systems are designed to safeguard digital assets against unauthorized access, use, disclosure, disruption, modification, or destruction. However, evaluating the effectiveness of an information security system can be challenging due to the complexity of the system and the diversity of threats it faces. In recent years, researchers have proposed using fuzzy inference to evaluate the effectiveness of information security systems. Fuzzy inference is a mathematical approach that can handle uncertain and imprecise information, making it well-suited for evaluating the effectiveness of information security systems. This research aims to develop a method for evaluating the effectiveness of an information security system based on fuzzy inference. The proposed method uses a set of performance indicators to measure the effectiveness of the system, such as the number of security incidents detected, the response time to security incidents, and the number of false positives and false negatives [1]. These indicators are then combined using fuzzy inference to generate an overall effectiveness score for the system. The proposed method will be evaluated using a real-world case study of an information security system deployed in an organization. The effectiveness score generated by the fuzzy inference method will be compared to the results obtained using traditional evaluation methods, such as the cost-benefit analysis or the return-on-investment analysis. The results of the study will demonstrate the effectiveness and usefulness of the proposed method for evaluating information security systems.

In this work is consider study and analysis of dynamic system for simulation of the technological process under uncertainty and complexity. To study and simulate a complicated technology process we carry out for consideration the technology of the process of roasting in fluidized bed furnaces of polymetallic sulphide ores. The choice is justified by the fact that, operation line producing of polymetallic sulphide ores represents a complex process, is characterized by a big number of transient processes, presence of process variables and deviations from technical regimes. To study process characteristics of any system functioning by means of mathematical methods the process should be formalized. This means, that adequate mathematical model needs to be developed. The choice of mathematical model depends a lot upon the features of the object and its controllability as well as of technological scheme and complexity of processes. Chemical engineering processes are complicated physical and chemical systems. Substance flows, which are part of these systems, are, as a rule, multicomponent. Therefore, for the purpose of study and qualitative control over chemical-engineering processes it is essential to apply the method of mathematic simulation, based on system analysis strategy, analysis of its structure, mathematical formulation development and evaluation of unknown parameters. Controllability means that such system attribute as having control actions, which make it possible to transfer the system from a pre-set initial state to the required condition during finite quantum of time. Therefore, the developed mathematical model of the process or control object should be controllable and stability.

A GPU IMPLEMENTATION OF THE TSUNAMI EQUATION

In this paper, we consider numerical simulation and GPU (graphics processing unit) computing for the two-dimensional non-linear tsunami equation, which is a fundamental equation of tsunami propagation in shallow water areas. Tsunamis are highly destructive natural disasters that have a significant impact on coastal regions. These events are typically caused by undersea earthquakes, volcanic eruptions, landslides, and possibly an asteroid impact. To solve numerically, firstly we discretized these equations in a rectangular domain and then transformed the partial differential equations into semi-implicit finite difference schemes. The spatial and time derivatives are approximated by using the second-order centered differences following the Crank-Nicolson method and the calculation method is based on the Jacobi method; the computation is performed using the C++ programming language; and the visualization of numerical results is performed by Matlab 2021. The initial condition was given as a Gaussian, and the basin profile has been approximated by a hyperbolic tangent. To accelerate the sequential algorithm, a parallel computation algorithm is developed using CUDA (Compute Unified Device Architecture) technology. CUDA technology has long been used for the numerical solution of partial differential equations (PDEs). It uses the parallel computing capabilities of graphics processing units (GPUs) to speed up the PDE solution. By taking advantage of the GPU’s massive parallelism, CUDA technology can significantly speed up PDE computations, making it an effective tool for scientific computing in a variety of fields. The performance of the parallel implementation is tested by comparing the computation time between the sequential (CPU) solver and CUDA implementations for various mesh sizes. The comparison shows that our parallel implementation gives significant acceleration in the implementation of CUDA.

Nowadays the usage of mobile phones has reached extremely large worldwide proportions and is increasing dramatically. There is a stronger need to decrypt the important information that is hidden among them. Even all required information is gained, processes of companies remain static and can not be changed dynamically to adapt to actual business needs, reducing the advantages that can be achieved. Every second millions of raw information are being generated by mobile users, which handled by Telecom operators in data servers. By using Complex Event Processing (CEP) approach in real-time, we can obtain the information that really matters to our business and use it to monetize the vast amount of data that is being collected through mobile phone usage. In this paper, we present an internally developed framework that combines the strengths of CEP and business process implementations which allows us to react to the needs of today’s fast-changing environment and requirements. We demonstrate 3 simple use case scenarios to show the effectiveness of the CEP approach in our situation. The importance of implementing the CEP approach on subscribers’ data should not be overlooked as means of trying to capitalize on new services, however, have to be considered as a challenge to give subscribers the opportunity to get more customized offers and services.

В статье предлагается рассмотреть некоторые результаты проведения анализа внутренних связей структуры модели индивидуальных компетенций руководителей проектов, предлагаемой Международной ассоциацией управления проектами (ICB IPMA). Предлагается методика проведения анализа подобных структур, предусматривающая прохождение серии шагов, начиная с постановки проблемы и идентификации исследуемой для решений поставленной проблемы системы и заканчивая обновлением представления о структуре взаимодействий элементов рассматриваемой системы и постановки новой задачи (проблемы). Авторы используют такой подход, как системный инжиниринг на основе моделирования, предполагающий множественность представлений (моделей) при исследовании одной системы. В статье исследуемая система представлена как в виде графа, так и в виде матрицы смежности, что предоставляет возможность использования различных методик анализа и построение различных моделей на общей модели первичных данных. При представлении в виде графа рассматривается пример применения для анализа такого программного обеспечения как yEd и Gephi. При анализе с использованием матричного анализа прежде всего предлагается использовать классические методы анализа таких представлений как марковских систем с дискретными состояниями. Предлагается рассматривать представление в виде матрицы смежности второго порядка, представляя ее в виде «системного ландшафта», демонстрирующей количества «путей» переходов от одного состояния к другому (связей между элементами), в т.ч. через смежные элементы системы. Предлагается рассмотреть такую матрицу как аналог «матрицы решений», рассматривая полное множество элементов системы и как набор «стратегий», и как набор «реакций» на стратегии, что позволяет применить методы анализа такой матрицы, применяемые в теории игр (теории принятия решений). Показана близость между выводами, полученными на основании анализа предлагаемого авторами набора визуальных представлений и также используемого ими аналитического подхода, использующего элементы марковского анализа и теории игр.

ISSUES OF ICT INTEGRATION IN RURAL SECONDARY SCHOOLS OF KAZAKHSTAN

The problem with attaining education equality for various categories of the population has been one of the priority topics of social and political studies. Kazakhstan has recently stated the aim to ensure equal access for all participants in the educational process to the best resources and technologies. However, half of all state schools are in rural areas and supporting them is often inadequate in comparison to urban schools. These schools have minimal infrastructure, for example, a lack of proper Internet access and professional development opportunities for teachers. The barriers to information and communication technologies in education seem to be one of the main issues for teaching staff in rural settings. The purpose of this research was to explore the issues of ICT integration in teaching and learning processes among secondary school teachers. This multiple case study explored the experiences of eight instructors from three rural schools through semi-structured interviews, lesson observations, and curriculum analysis. The results reveal evidence of the very poor quality of the Internet in visited rural schools. The findings also demonstrate that teachers often have to use their personal mobile phones at work despite the ban from administration. This, along with the poor technological capability of the schools, negatively affects the educational process in visited schools.

Over the last few years the so-called new logistic technologies are rapidly developed. Information systems hold the central position in these technologies. Development of logistics in the developed countries not least are stimulated with the need of fast reaction of producers to market condition, aspiration to adapt in the changing situations in short time. The central idea of logistics is planning, management and control of entrepreneurial activity, all material and information flows connected with this activity. Information systems in logistics assume fast appropriate response to the market demand, tracking delivery time, optimization of functions in chains of delivery and supply. The research of modern backbone of information technologies in logistics is conducted in this article. Modern information technologies in logistics are analyzed. Modern technologies of information data processing in logistic streams and creation of logistic information technologies are also considered in the article. Some types of information technologies in logistics, structural principles and principles of operation of logistic information systems and also problems in the process of creation of logistic information technologies are described. The article is addressed to a wide range of researchers and experts in the field of logistics and information technologies.

The functional limitations of modern corporate project and program management systems are presented. It is shown that the main limitation of such systems is connected with the weak implementation of organizational and methodological components, especially in the processes of project and program portfolio management. The structure of project and program portfolio management system, focused on the management of project portfolios in project-oriented companies, is proposed. The necessity of creating project and program portfolio management system in the companies involved in the implementation of a significant number of complex projects is justified. It was shown that since such systems combine organizational and methodological components, they are highly dependent on the construction of the project-oriented company itself. On its organizational structure, company management processes, peculiarities of the production process and its management. The consequence of this is the uniqueness of project and program portfolio management system. Description of organizational, methodological, and technological components of such system is given. The distinctive features of these components in different companies are described. It is shown that the organization of 3P-management is based on the creation of a service engaged in the implementation of project management in the company. The methodological component of project and program portfolio management system should be based on project management meta-methodology. And information technology should be based on a matrix model of interaction between company management tools and projects. The ways of integration of organizational, methodological and technological components of project and program portfolio management systems based on the implementation of a system-forming project of creating a project and program portfolio management system are presented.

At present creation of specialized organizational structure, the technology transfer office (TTO) in higher education institutions (HEIs) becomes increasingly important for establishing communication between scientists, business, and the state and for implementation of the results of scientific and technical activities of higher education institutions in the real sector of the economy. Surveys of domestic and foreign scientists show that the issues of creating project offices (which in fact are TTOs) in HEIs remain insufficiently explored. Given this, the authors conducted a study of project management to create a TTO in a HEI. Efficient organizational project management requires the presence of Organizational Breakdown Structure. This article proposes an Organizational Breakdown Structure template, which clearly demonstrates the project team structure targeted at TTO creation in a HEI, the subordination and basic functions of each team member. In addition, the article proposes a model of organizational structure of the newly created TTO, which is also a template for HEI, and which defines the structure of the office staff, their subordination and main functions. To determine the location of the TTO in the structure of HEI, the article proposes a corresponding model that shows the subordination and connection of the office with other functional units of HEI. Using the models presented in the article, any HEI will be able to effectively manage the project of creating a TTO and as a result to create a project product – a TTO.

An expert system for text analysis based on the heuristic knowledge of an expert linguist is proposed. Methods of linguistic analysis of the text through the use of computer technology have been further developed. Data verification was performed on the example of the Germanic language group. The algorithm of the system operation is given. The sequence of actions of the text analysis process is described. Research relates to the subject of computational linguistics and helps to automate text analysis processes. The main purpose of the research is to improve the machine’s understanding of the semantic structure of the text by finding current connections between the main members of the sentence, current connections between secondary members of the sentence, the best concept of the current word and the function of the current word in the sentence. Semantic networks are used in the software solution. The Java programming shell, such as NetBeans IDE 8.1, and the CLIPS shell, were used to create the software product. The main logical connections and structure of the program are described in the article. Methods and relations are considered on the example of the Germanic group of languages. All languages of the Germanic group are similar because they have a direct line of words which makes them even more similar: subject + predicate + subordinate clauses. Thus, to reflect the structure of the Germanic group of languages, it is sufficient to consider one of them. Namely, English, as it is the most common (1.5 billion people), international, has the largest vocabulary among the group (500 thousand words) and, in our opinion, the most complex.

The purpose of this article is to study one of the methods of social networks analysis – text sentiment analysis. Today, social media has become a big data base that social network analysis is used for various purposes – from setting up targeted advertising for a cosmetics store to preventing riots at the state level. There are various methods for analyzing social networks such as graph method, text sentiment analysis, audio, and video object analysis. Among them, sentiment analysis is widely used for political, social, consumer research, and also for cybersecurity. Since the analysis of the sentiment of the text involves the analysis of the emotional opinions expressed in the text, the first step is to define the term opinion. An opinion can be simple, that is, a positive, negative or neutral emotion towards a particular object or its aspect. Comparison is also an opinion, but devoid of emotional connotation. To work with simple opinions, the first task of text sentiment analysis is to classify the text. There are three levels of classifications: classification at the text level, at the level of a sentence, and at the aspect level of the object. After classifying the text at the desired level, the next task is to extract structured data from unstructured information. The problem can be solved using the five-tuple method. One of the important elements of a tuple is the aspect in which an opinion is usually expressed. Next, aspect-based sentiment analysis is applied, which involves identifying aspects of the desired object and assessing the polarity of mood for each aspect. This task is divided into two sub-tasks such as aspect extraction and aspect classification. Sentiment analysis has limitations such as the definition of sarcasm and difficulty of working with abbreviated words.

SYNERGETIC APPROACH TO THE STUDY OF CONTROL SYSTEMS

The paper considers a new direction of scientific research – «synergetics». The key provisions and its development as a science are considered. The focus is on open feedback systems as objects of research. The properties of these systems – openness, nonlinearity, dissipation and multidimensionality, allow the use of a synergistic approach in the study. Due to new trends in information technology in recent years, interest in the new architecture of Software Defined Networks has grown. A programmable controller is used as a control mechanism for SDN networks. The connection between the logical controller and the physical network is made using the OpenFlow protocol. The graph of the network topology is presented as a set of key parameters that come to the controller. From the set of parameters, the key ones used in the study are selected. The dynamics of the ratio of key parameters under the condition of optimizing the network infrastructure is studied. The dynamics of the network corresponding to the stability condition is investigated by the methods of synergetic control theory. SDN network control is formed by methods based on the principle of self-organization of nonlinear systems. As a result, synergetic control is synthesized to increase the resistance of the control system to destructive influences. Based on the selected dynamic invariant, the possibility of providing the selection of the parameter of the SDN network management system for the transition to a controlled state is shown.

Статья рассматривает методы дополнительной авторизации пользователей информационных систем, их достоинства и недостатки, типичные примеры использования. Мульти (много) факторная авторизация становится стандартным инструментом для подтверждения личности и прав доступа информационных систем, от банковских операций, до доступа к базам данных предприятия. С расширением сфер использования различных информационных систем, приложений и сервисов, пользователи систем получают новые возможности, удобство и мобильность. Но в то же время, возникает проблема безопасного и контролируемого доступа, авторизация и идентификация пользователя, подтверждение его полномочий. Авторы проанализировали различные методы, наиболее широко распространённые на рынке безопасности, их возможности, преимущества и недостатки. Рассматриваемые варианты не могут относиться только к одной лишь сфере предоставления услуг: механизмы могут и должны быть использованы в различных комбинациях. Помимо анализа, были проведены опыты по внедрению и тестированию механизмов дополнительной авторизации, собраны отзывы конечных пользователей. Каждый из методов был оценён со множества сторон: лёгкость внедрения, простота использования конечным пользователем, доступность и адекватность применения. В то же время нет возможности выявить оптимальный и универсальный метод дополнительной авторизации, поскольку различные сферы услуг предъявляют собственные требования к доступности, надёжности и безопасности. Как наиболее перспективные направления для внедрения, можно выделить корпоративные сервисы, которые предоставляют обмен данными, их обработку или аналитику или сервисы удалённого управления, в частности управления промышленными сетями. Авторы не ставили целью выдвижение одного выделенного механизма как приоритетного, поэтому и не даются рекомендации по использованию отдельного взятого метода.

В статье приведена статистика использования социальных сетей по итогам 2018 года на территории Республики Казахстан в сравнении с данными Комитета статистики. Из года в год основными целями использования Интернет гражданами страны является участие в социальных сетях, размещение информации и обмен мгновенными сообщениями, что показывает все увеличивающийся интерес к социальным сетям. В свою очередь, целью статьи является определение параметров, указывающих на реальность аккаунта. Отобраны три группы параметров: информация об аккаунте, наполненность аккаунта и друзья. Согласно открытой информации социальных сетей и их API, каждая группа включает в себя ряд параметров, указывающих, что аккаунт принадлежит реальному или фейковому пользователю. Пример указанных групп параметров приведены на примере использования Graph API Explorer социальной сети Facebook. Дополнительно, проанализированы зависимости между параметрами и как они могут повлиять на результаты алгоритма. В статье предложена гипотеза – на основе друзей и выявленных родственных отношений, возможно более точно определить принадлежность аккаунтов к реальному человеку и результаты проверки гипотезы

В рамках данной статьи рассматриваются методы и способы автоматизации оптимизации программного обеспечения при помощи их программ. Проанализируем алгоритмы и принцип действия. Так как на фоне быстрого роста вычислительных мощностей возникает вопрос о рациональном использовании данных ресурсов. С развитием технологий разработка ПО встречается с проблемой деградации качества создаваемых приложений и отсутствия поиска новых методов оптимизации. Первоначально разработка программного обеспечения столкнулась с непреодолимой стеной в виде жестокого лимита ресурсов, что стимулировало разработчиков искать новые методы и ухищрения для реализации задуманного проекта. В данный момент, из-за колоссально быстрых темпов развития вычислительных мощностей, разработчики потеряли данную стену как стимул в поисках новых методов реализации и оптимизации. Разработчики столкнулись с новой проблемой – рациональное использование вычислительных мощностей. Для многих приложений следующего поколения ограничения, налагаемые вводом-выводом, ограничивают уровень достижимой производительности. Большой и важный класс ресурсоемких приложений является нерегулярным, содержит сложное, зависящее от данных поведение выполнения, и динамический, с меняющимися потребностями в ресурсах, которые со временем меняются. Поскольку взаимодействия между приложением и системным программным обеспечением меняются между приложениями и во время выполнения одного приложения, аналитикам, стремящимся оптимизировать производительность, требуются библиотеки времени выполнения и инструменты анализа, которые могут выявить поведение ввода-вывода приложения. Для достижения поставленной цели можно использовать как ручные методы оптимизации, так и оптимизирующее стороннее ПО или оптимизирующие компиляторы. Оптимизирующее стороннее ПО и компиляторы помогут сократить время, затрачиваемое на этап оптимизации.

КОНВЕРГЕНЦИЯ И ГИБРИДИЗАЦИЯ МЕТОДОЛОГИЙ УПРАВЛЕНИЯ ПРОЕКТАМИ

Предметом статьи является разработка гибридных методологий управления проектами, программами и портфелями проектов. Существенные сокращения жизненных циклов инфраструктурных программ, которые содержат проекты различных направлений деятельности и различными методологиями управления, например «водопадные» с жестким жизненным циклом и Agile с гибким жизненным циклом методологии, требуют использования инструментов конвергенции для формирования «гибридных» методологий. Цель - разработать конвергентный подход к построению гибридных методологий управления проектами с точки зрения процессов принятия решений в управлении проектами на основе различных платформ. Результаты исследования получены на основе использования конвергентного подхода к построению методологии управления инфраструктурными проектами и программами. Представлена содержательная модель полученной гибридной методологии управления проектами и программами. Выводы: Гибридные методологии управления проектами и программами становятся более востребованными в этой категории программ. Главной причиной является наличие в программе компонентов с различными жизненными циклами, а, следовательно, и методологиями, которые требуют интеграции и гармонизации. Методологию проверено практикой использования механизмов систем гибридного многоуровневого управления инфраструктурными проектами и программами. Исследование гибридных методологий управления проектами и программами, определенных практикой внедрения различных, по сути, компонентов программ. Применение гибридной методологии управления проектами позволило авторам выполнить различные, по сути, проекты в оговоренные сроки с заданным бюджетом. На примере сложных строительных проектов и проектов создания информационно-коммуникационных систем управления инфраструктурой. Дальнейшие направления исследований связаны с детальной проработкой механизмов гармонизации, интеграции, конвергенции и актуализации.

Анализ тенденций развития систем управления инфраструктурными программами показывает, что ключевыми факторами являются надежность реализации, эффективность при создании ценностей и экологическая гармонизация. При этом повышение уровня эффективности инфраструктурных программ являются стратегическими направлениями развития большинства стран мира. Ключевую роль в успешном решении насущных проблем инфраструктурных проектов и программ, включая удовлетворение определенных отраслей экономики с улучшением состояния окружающей среды, определять инновационные технологии, направленные на развитие «интеллектуальных» технологий. Проведенный анализ и проблем систем регионов, городов, поселков и потребителей определил актуальность и практическую значимость исследований, по реализации инфраструктурных проектов в условиях турбулентности, построения гибридной многоуровневой методологии управления инфраструктурными программами на основе конвергентного сбалансированного подхода. При этом выявлены проблемы и вызовы по внедрению инфраструктурных проектов и программ как драйверов развития. Построена холистическая модель решения проблем реализации инфраструктурных проектов и программ на основе многоуровневого дуального управления в пределах гибридных методологий, объединяющих разные по принципам управления модели. Проведенные экспериментальные исследования предложенных подходов, моделей и методов управления инфраструктурными программами подтвердили их адекватность и эффективность. Методология многоуровневого проактивного дуального управления инфраструктурными проектами на основе адаптивных технологий базируется на трех взаимосвязанных адаптивных системах: планирование и формирование, мониторинга и управления изменениями, и регламентирует формирование устойчивого к возмущениям в процессе управления, позволяет предотвращать существенному снижению качества управления и потере управляемости проектной деятельности

В научной статье рассмотрена важная научно-прикладная проблема разработки моделей и механизмов управления проектами и программами социально-экономического развития территорий средствами инструментов финансового регулирования. Обоснована приоритетность переориентации парадигмы управления проектами с использованием механизмов финансового регулирования и проектного менеджмента. Исследован генезис проблемы управления проектами и программами развития территориальных социально-экономических систем на примере ведущих научных школ. Проведен информационный и литературный анализ современных трендов реализации масштабных программ и проектов социально-экономического развития территорий на примере Украины, Казахстана и Японии. На основе проведенного информационного и литературного анализа современных трендов при реализации программ и проектов социально-экономического развития территорий сформулированы специфические категории проектов развития учитывая кросс функциональной культуры мульти проектного окружения. Разработана модель жизненного цикла программы проектов развития региональной социально-экономической территориальной системы. Дано определение региональной социально-экономической территориальной системы с использованием дефиниций управления проектами, в частности понятия – проектной среды. Синергетический эффект от реализации программы проектов социально-экономического развития достигается именно интеграцией лучших практик управления проектами с использованием методологии P2M, инструментария финансового регулирования с использованием дотаций и субвенций на целевые проекты программ в качестве источников финансирования проектов и механизмов государственно-частного партнерства. Научные результаты, полученные в статье, дополняют существующую методологию управления программами и портфелями проектов развития регионов и меняют видение ценностных характеристик проекта, путем перезагрузки существующих парадигм управления с использованием механизмов финансового регулирования.
