This study aims to understand and determine the implementation of the duties of supervisory judges and observers in fostering female prisoners in Class II B Women's Prison in Jambi. To understand and know the supervisor and observer judges in the development of female prisoners in Class II B Women's Prison in Jambi. The results obtained in this study show that the implementation of the duties of supervisory judges and observers in fostering female prisoners at Class II B Women's Prison in Jambi is to ensure that judges' decisions are carried out according to law. The contribution of supervisory judges and observers in fostering female prisoners at the Class II B Women's Prison in Jambi ensures that the rights of female prisoners are protected in accordance with Article 14 of the Correctional Law. ABSTRAK Penelitian ini bertujuan untuk memahami dan mengetahui pelaksanaan tugas hakim pengawas dan pengamat dalam pembinaan narapidana wanita di Lapas Perempuan Kelas II B Jambi. Untuk memahami dan mengetahui hakim pengawas dan pengamat dalam pembinaan narapidana wanita di Lapas Perempuan Kelas II B Jambi. Hasil Penelitian yang diperoleh dalam penelitian ini bahwa pelaksanaan tugas hakim pengawas dan pengamat dalam pembinaan narapidana wanita di Lapas Perempuan Kelas II B Jambi yakni memastikan putusan hakim dilaksanakan sesuai undang-undang. Adapun kontribusi hakim pengawas dan pengamat dalam pembinaan narapidana wanita di Lapas Perempuan Kelas II B Jambi memastikan hak-hak narapidana wanita terlindungi sesuai pasal 14 UU Pemasyarakatan.

Crimes committed by children are currently experiencing a very significant increase. In Indonesia, the settlement of criminal cases against children is included in vulnerable children who need more attention in fulfilling their rights. However, there are still many violations of children's rights during their status as perpetrators of crimes and afterwards. This study aims to analyze the fulfilment of the formal education of criminal children by Law Number 11 of 2012 concerning the Juvenile Justice System. This study uses a qualitative approach with a literature study. The results of the study explain that Indonesia as a country that has ratified the Convention on the Rights of the Child through Presidential Decree Number 36 of 1990 dated August 25, 1990, has further integrated children's rights into national law, namely into Law Number 23 of 2002 concerning Child Protection. Protection of children was created as an effort to educate and build quality and affluent children in education. These forms of protection include providing comfort, security, health, and adequate education. The existence of The Child Special Guidance Institute plays a vital role in fulfilling the educational needs of formal and non-formal children.

The rehabilitation approach has not become a priority for coaching so that it is difficult to change Andikpas' behavior for the better. This paper aims to describe the idea of strengthening the role of Correctional Caregivers in fostering Correctional Students at the Special Child Guidance Institution. The research method of this paper uses normative juridical with a qualitative approach. Harmonizing regulations in the correctional system is needed through legal rules in the form of special guidelines. In addition to increasing knowledge and understanding related to child protection, it is also necessary to strengthen the capacity of counseling techniques. Considering that counseling is one method that can help Andikpas to express various feelings, including the negative thoughts he feels.

ABSTRAK Tujuan dari penelitian untuk mengetahui pelaksanaan pidana pelatihan kerja terhadap anak pelaku tindak pidana di Balai Rehabilitasi Sosial Anak Memerlukan Perlindungan Khusus Alyatama Jambi dan kendala yang dihadapi dalam proses pelaksanaan pidana pelatihan kerja tersebut. Dengan menggunakan metode yuridis empiris, penelitian menunjukkan bahwa: 1). Pelaksanan pidana pelatihan kerja di Balai Rehabilitasi Sosial Anak Memerlukan Perlindungan Khusus Alyatama Jambi dapat dikatakan belum terlaksana, Balai Rehabilitasi Sosial Anak Memerlukan Perlindungan Khusus Alyatama Jambi sebagai tempat pelaksanaan pelatihan kerja tersebut belum memberikan pelatihan kerja dikarenakan belum adanya Peraturan Pemerintah mengenai pelaksanaan pidana pelatihan kerja, sehingga Balai Rehabilitasi Sosial tersebut hanya memberikan Rehabilitasi berupa Terapi-terapi mulai dari terapi Psikososial hingga terapi mental dan spiritual 2). Kendala yang dihadapiyaitu dari Peraturan pelaksana yang belum ada, sarana dan prasaraan pendukung belum tersedia, serta belum adanya petugas yang secara khusus memberikan pelatihan kerja terhadap anak pelaku tindak pidana. ABSTRACT The purpose of this research is to determine the implementation of job training crimes against children who are criminal offenders at the Child Social Rehabilitation Center in Need of Special Protection, Alyatama Jambi and the obstacles faced in the process of implementing the job training criminal.. The research method used is empirical juridical legal research. The results of the study are: 1). It can be said that the implementation of job training crimes at the Child Social Rehabilitation Center Requires Special Protection Alyatama Jambi has not been implemented, the Child Social Rehabilitation Center Needs Special Protection Alyatama Jambi as a place for implementing job training has not provided job training because there is no Government Regulation regarding the implementation of job training penalties, so The Social Rehabilitation Center only provides Rehabilitation in the form of therapies ranging from psychosocial therapy to mental and spiritual therapy 2). The obstacles faced are from the missing implementing regulations, the supporting facilities and infrastructure are not yet available, and the absence of officers who specifically provide job training to child perpetrators of crime.

ABSTRAK Artikel ini menganalisis pelaku penyalah guna narkotika anak dalam perspektif victimologi sehingga tujuan artikel ini untuk mendapatkan kejelasan, mengkaji dan menganalisis mengenai kebijakan hukum pidana mengenai viktimisasi anak penyalah guna narkotika.Penelitian ini merupakan penelitian normatif yaitu penelitian yang dilakukan secara kepustakaan dengan mendeskripsikan hukum positif, mensistematisasi, menginterprestasikan, menilai, dan menganalisis hukum positif tersebut.Hasil penelitian pelaku anak sebagai penyalah guna narkotika menunjukan pemidanan berupa pidana penjara masih dominan dibandingkan sanksi untuk direhabilitasi.Hal ini menunjukan bahwa anak sebagai penyalah guna narkotika dalam perspektif hukum pidana saat ini masih dipandang senagai kriminal atau pelaku tindak pidana.Hal inilah yang menarik untuk dikaji anak sebagai penyalah guna sebaiknya tidak dikatagorikan sebgai pelaku tindak pidana tetapi lebih dipandang sebagai korban dari tindak pidana narkotika dan sebagi korban ketidakmampuan negara dalam penangguangi tindak pidana narkotika di Indonesia. ABSTRACT This article analyzes child narcotics abusers from a victimology perspective so that the purpose of this article is to get clarity, study and analyze the criminal law policy regarding the victimization of child abusers of narcotics. This research is a normative study, namely research conducted in a literature describing positive law, systematizing, interpreting, assessing, and analyzing the positive law. The research results of child offenders as narcotics abusers show that imprisonment is still dominant compared to sanctions to be rehabilitated.This is what is interesting to examine as children as abusers should not be categorized as perpetrators of criminal acts but rather as victims of narcotics crimes and as victims. the inability of the state to tackle narcotics crime in Indonesia.
