... as it may seem, hydroelectric power and pumped storage plants have significant untapped potential in Ontario as the only clean, cheap renewable, and peak energy. Yet if this potential is to be properly and fully realized, one of the most pressing requirements is again to establish a reasonable and stable economic climate that will effectively reward and encourage suitable energy investments. This problem is itself challenging, but is a prerequisite to all other development. [58] Surprising also, is that large pumped storage plants installations could pay of investments in 4 - 6 years of operation as shown in Figure 40, page 96. A suitable economic climate means hydro investments: a. Hydro plants has played decisive role as a peak provider. b. There is a significant opportunity in some cases to retrofit existing hydro facilities by replacing older or less efficient turbines with newer and more efficient units. Moreover, since hydro can play a decisive role as a peak provider, in some cases smaller plants can be expanded, and new larger units added (probably technically better solutions), with the goal of meeting short-term peak loads more effectively while at the same time not increasing the total amount of water passing through the plant on a longer duration basis. c. Probably most important, there is tremendous potential and need in Ontario to create pump storage plants. These can store energy, a capability that is uniquely and efficiently available only in large-scale facilities of this type. d. Last, there is considerable opportunity to develop new power plants, particularly of small to medium size, without significant environmental or economic problems being encountered. These are particularly attractive in sites where most of the other power production infrastructure is already in place (dams in particular). e. Near Toronto and anywhere underground pumped storage plants can be built. These are particularly attractive in sites where other power production infrastructures are not suitable. Figure 9, Figure 10, and Figure 17, page 64 show conventional pumped storage plants. h. In the case, (Figure 43, Figure 44, Figure 45, Figure 46, Figure 47: – Appendix Q: Authors design: Four Small Hydroelectric Plants: Pumps Filling Storage, page 99) pumps are additionally filling storage reservoir at off-peak hours.
