This paper focuses on the framework and problems encountered in the implementation of police data collaborative governance, and comprehensively evaluates the collection, storage, analysis and governance of police data, so as to improve the efficiency of police data collaborative governance. Based on the above analysis, the effectiveness evaluation framework system of police data collaborative governance is constructed by combining the effectiveness evaluation model based on probabilistic hesitation fuzzy set and evidential reasoning. Probabilistic hesitation fuzzy entropy and expert weighting are used to assign weights to the evaluation indexes, then the efficiency is evaluated with the utility theory. The example shows that the research can effectively solve the problem of strong subjectivity in the evaluation of collaborative governance index system, improve the accuracy of the evaluation results, and find the problems existing in the collaborative governance of police data, so as to provide a basis for improving the collaborative governance mechanism of multi-source police data.
