This research aims to determine the development of new public services in developed and developing countries in the last six years. To find out, the author has reviewed hundreds of journals that discuss new public services in developed and developing countries with editions over the previous six years, namely from 2015 to 2021. Then, the author compares the concepts used in new public services in developed and developing countries. This research uses qualitative methods with a previous review. The data sources in the study are selected articles in the Scopus database in the last six years. Selected items are publications that are relevant to the topic of new public services in developed and developing countries. The results of this research were obtained through the data analysis process of VosViewer and Nvivo 12 plus software. The research results show that 56 concepts examine new public services in developed countries and categorize them into 8 clusters. Meanwhile, new public services in developing countries have 32 concepts and 1 Cluster. The relevance of this research is the discovery of a concept mapping of new public services in developed and developing countries to assist in developing a conceptual framework for further recent public service studies. This study was conducted with the objective of investigating and evaluating the optimization of the blue economy policy within the tourism sector by leveraging e-government tools in the coastal region of Ambon Island. Qualitative research employing the case study methodology was employed for this study. The results of this study have unveiled that the current level of e-government adoption in the coastal region of Ambon Island falls short of the desired standards. This is primarily attributed to two pivotal factors. Firstly, the Local Government of Ambon City, as represented by the Ambon City Tourism Agency, lacks a dedicated website, application, or dashboard for several crucial purposes. These factors encompass sharing information and knowledge with other government entities, enhancing the dissemination of information and knowledge, fostering greater citizen engagement, bolstering collaboration with the business sector, and attracting potential tourists to Ambon City. Secondly, both the Maluku Provincial Government and the Central Government have not provided adequate support or backing for these initiatives. Therefore, this research proposed that: The Ambon City Government should create an e-government platform, which can take the form of a website, platform, or tourism dashboard. This platform should be dedicated to updating and disseminating information and knowledge currently hosted on https://kemenparekraf.go.id/. Additionally, efforts should be made to simplify various elements that serve similar functions or contain similar content. The integration of visa and application issuance features from the website https://visa-online.imigration.go.id/ should be implemented to enhance the existing website https://www.indonesia.travel/id/. In addition, improvements should be made to the English language functionality of the website https://dispar.malukuprov.go.id/. Also, the Maluku Provincial Government should intensify its promotional efforts for the Beta Maluku Application.

The demand for facilitating access to services, in particular public services, and boosting the economy, to which the digital transformation can contribute, makes this study relevant. The purpose of this study is to analyse current trends in the digital transformation of public administration and public authorities. The study employed general scientific methods, in particular analysis and synthesis, and comparative methods. Areas for improving the efficiency of decision-making by public authorities through the use of information and communication technologies and digitalisation were considered. It has been substantiated that the intensified use of the latest information technologies in providing various services by public authorities determines the beginning of the formation of its own model of digitalisation of public administration. The digital transformation of public administration is defined as a problem-solving tool for the society that can provide significant savings in public expenditure, benefiting the administration and the citizens, whose daily needs and concerns are placed at the centre of public administration strategies. The public sector gets through a big transformation in many dimensions lately. The volume and extent of this transformation influence institutionalization, organization, and execution of the public sector as a whole, irrespective of either a developed or a developing country case is at stake. There is a growing inclination to capture and direct this transformation in public administration scholarship. However, there is a void concerning whether and how the curricula of public administration are designed to capture and drive this transformation. This paper aims to address this void by analyzing the curricula in a developing country case, namely Turkey. This bidirectional motive of the study is served by evaluating first to analyze the attitudes, expectations, and opinions of public administration academics working and studying in the field of public affairs on several educational issues. Then, we aim to analyze the curricula of some selected public administration departments. After analyzing all the study findings, it is seen that departments in Turkey are mainly framed to represent the traditional dimensions of statehood. No matter how hard are the challenges that the governments face, public administration departments are still stuck to structural, organizational, and legal perspectives. We argue that the public sector needs curious public administrators rather than institutional ones, thus we plea for curricula that reflect meeting this need.
Over the last decade, four major trends have converged to improve access to e-government for large numbers of the world's people. The first concerns the increasing adoption of e-government by countries in the developing world and offers evidence about the rapid growth in e-government readiness in many developing countries, particularly in Africa and Asia. The second trend involves the shift from stationary to mobile e-government, or m-government, as smart phone usage has grown rapidly. The third trend involves the diffusion from well-educated classes to poorer, less educated ones, including groups that have long been excluded, including women, the elderly, and people with disabilities. Fourth, e-government has shifted from being overwhelmingly urban in nature to one straddling the urban-rural divide; many e-government applications are explicitly designed to help rural communities. India is the world's leader in this regard. Farmers in particular have benefited. These trends have greatly expanded access to e-government among populations that have long been excluded from the process.
This paper presents a comprehensive analysis of the benefits, obstacles, and ramifications of integrating blockchain technology into public sector functions, specifically focusing on economic and legal aspects. The discussion commences with an examination of the societal relevance of blockchain technology, as it is poised to dramatically enhance procedural efficiency within public sector organizations. Subsequently, the paper delineates the primary research objectives, which encompass identifying the multitude of benefits of blockchain technology for the public sector, investigating its legal and economic consequences, and scrutinizing the challenges that public sector organizations might face during implementation. Research methodologies employed to attain these objectives consist of an extensive literature review and qualitative primary data acquisition from field experts. Findings reveal that blockchain technology holds the potential to augment the swiftness and dependability of administrative procedures while bolstering data security within public sector organizations, albeit some legal and economic apprehensions persist. Regardless of these challenges, the authors maintain that the public sector is poised to reap significant rewards from blockchain technology deployment due to its capacity to modernize and streamline operations, as well as its capabilities for precise and verifiable data storage. Research limitations include a scarcity of available primary data and reliance on a singular data collection method. Suggestions for future research involve conducting additional studies addressing the questions raised in this research and supplementing the findings with user perspectives.
Over the years, the United States has faced numerous challenges due to shifts in Immigrations Policies. This analysis aims to evaluate and provide some of the tools available to overcome some of the challenges that educational institutions and universities face when immigration policies affect their international students. In this analysis, Santa Cruz University (SCU) faces the problem of about 90% of its enrolled international students being unable to enter the United States due to recent changes in immigration policies affecting non-immigrant visas and student visa holders. Transactional Leadership Theory, Organizational Culture Theory, The Iceberg Model of Culture, and Change Management Theory are some of the methods and theories used in this analysis to evaluate possible solutions for SCU to be able to help their international students as well as to come up with strategic plans they can develop by maximizing the university resources.
