We investigate how Port and Cargo Community System (CS) adoption research has been operationalized with a Structured Literature Review approach to test whether CS adoption research has a different thematical and methodological focus than overall IS, specifically Inter-organizational Information System (IOIS) research. Despite drastic contextual changes, the dominant research paradigm and subsequently models used to investigate IS innovations' adoption and diffusion mechanisms originated in the early times of computers and the internet. CS research’s different focus allows us to uncover that three underlying assumptions of the dominant paradigm should be challenged in increasingly complex environments, viz. the deterministic view on dependent variables, the independence of explanatory variables, and the independence of innovations from previous, related innovations. Our novel framework, which integrates these insights, can be used in future research and by practitioners to account for the increasing complexity of IS adoption and diffusion processes.

The ability of a seaport to attract traffic in a highly competitive environment can be negatively affected by its inefficiency and ineffectiveness of cargo clearance formalities. This study analyses the performance of cargo clearance processes at Dar es Salaam Seaport. A questionnaire survey was conducted on a random and stratified sampling of key cargo clearance service providers in Dar es Salaam Port. The data is analysed by Fuzzy VIKOR Clustering Model (FVCM) which is a combination of Fuzzy Clustering Model (FCM) and Fuzzy VIKOR Model (FVM). The results of the analysis reveal that the Customs Authority, Freight Clearing & Forwarding Companies, and Other Government Departments as the most effective agencies in business process management in the port. Sub-Saharan African delays for cargo are much longer than global benchmarks, reducing the competitiveness of the affected economies. This paper quantifies the contributions of customs, traders, and the port terminal operator to cargo time delays through the parallel customs and ports processes, by categorising cargo based on customs regime and declaration plans. We find that customs processes are the primary contributor for import cargo delays, while terminal operator processes are the primary contributor for transit cargo delays. Traders, however, also contribute significantly to time delays based on their response times. This is aggravated by the fact that traders from neighbouring countries are not allowed direct access to the port’s electronic invoicing system. We recommend the implementation of electronic single window systems accessible by importers from all countries served by the port and the use of intelligent customs risk engines to reduce the need for physical inspections.

Social structures embed technologies, which people use in the implementation of national single window digital platforms. We argue that stakeholder interests determine digital transformation – with people being the key to understanding how digital platforms change or do not change the environments into which they are introduced. In our multicase studies based in the port of Tema, Ghana, stakeholders have divergent opinions about technology, which causes conflicts. Our empirical findings reflect the interpretive flexibility that moderates the traditional dichotomy between technological determinism and social constructivism. By employing the theory of sociotechnical systems, we identify the frictions and interlinkages of non‑technological factors.

In recent years, environmental issues are highly associated with the transport industry, modes of goods transport become more than contribution as largest between other sectors. Despite the benefits of intermodal transport, it still has negative impacts, which are associated with emission. However, pollution has become interesting between academic and industrial sectors. Thus, to mitigate the negative impacts caused by goods transport, that gains more and more relevance in the logistics domain. To meet these issue and challenges, to identify the contributions that green logistics to the optimization of freight transport, the increase the efficiency of the multimodal transport platform related optimization operations.The optimal operating of container transport is particularly important where goods transport in an environmentally way can be achieved by combining different modes of transport and coordinating activities such as finding the shortest path. In the multimodal container transport system, the selection of the transport mode and route has a large effect on the transport container transport process. In this thesis, to organize multimodal transport in a more efficient manner the container routing factor is considered along with the path factor of transport mode. The influence of the uncertain characteristics of the node operation on the transport mode and route choice in the process of converting the transport mode from containerized multimodal transport is studied. To minimize the total cost, an integer mixed programming model with time constraints is introduced. The graphical transformation is used to transform the problem into the shortest path model with random characteristics and transport time constraints in the node operations. By verifying and analyzing the results, the path obtained is acceptable from a cost and time perspective. Thus, this reducing traffic congestion and minimizing emissions. In the context of traffic congestion and emissions reduction, in this thesis a platoon technology is proposed to improve to reduce fuel consumption, road flexibility and optimize container transport operations. In this thesis, a ropeway system for the transport of small-scale goods is proposed and analyzed to reduce the traffic congestion within the urban area.The research concluded to optimization multi-modal transport platforms aims to reduce negative impacts on the environment and maximize profitability maximizing the services offered that minimize the total transportation cost as well as minimize the transportation time between each pair of Origin-Destination (O-D) nodes in the transport network. This work also contributes to reducing carbon dioxide emissions by decreasing consumption fuels and reducing operating costs. Based on this work, more effective and efficient container transport platforms can be achieved. This thesis introduces the theoretical base of optimal of multi-modal transport which can integration between different modes. Meanwhile, it contributes to logistics of multi/inter-modal transport efficiency.

The introduction of a Port Community System (PCS) is identified as one of the key elements facilitating seaport development. In this paper, the analysis of seaport stakeholders and Maritime Single Window systems in Croatia is performed, including NSW (National Single Window), MNSW (Maritime National Single Window: CIMIS - Croatian Integrated Maritime Information System), their interaction and development of the national model for a PCS, ongoing in the form of a pilot project in the Port of Rijeka. This development is selected as a precedent for creation of the nation-wide PCS to be used also in other cargo ports of national interest, including Split. Further building on this newly gained knowledge and taking into consideration the development of the national PCS model, we explain the inherent characteristics of the Port of Split in terms of traffic evaluation in various port basins. We also provide a comprehensive set of operative guidelines for adjustment of the functional PCS module architecture to be deployed in the Port of Split and serving specific business needs of all identified port cluster’s stakeholders after the initial development in the Port of Rijeka is completed.

This study applies cost benefit analysis (CBA) approaches to evaluate corporate and social profitability of a coordinated management proposal for a Short Sea Shipping (SSS) network in the upper Tyrrhenian area. The profitability of the maritime network is assessed first for the shipping companies operating therein and then for society as a whole. Corporate profitability analysis reveals a supply system currently over-sized compared to actual demand. The reasons for this must be found in the corporate competition strategies that traditionally characterize the free maritime transport market in the area. Social profitability analysis proves the potential positive impact of services rescheduling and coordination in terms of time savings and emission reduction in port areas and demonstrates the benefits new integrated management policies could yield for achieving higher efficiency and sustainability in SSS Tyrrhenian networks.
