Using big data from the Brazilian public procurement system, this research aims to investigate what factors are associated with the occurrence of anticompetitive practices in electronic bidding. Our analysis considers all services contracted between 2014 and 2017. The study uses the logit regression model with a dependent binary variable to model the probability of bidding fraud as a function of a vector of explanatory variables composed of the characteristics of the bidding process and of the supplier, in terms of firm size, thus quantifying the relationship between the explanatory variables and the probability of fraud occurrence. We find that firm size and the Apparent Overbilling Index which we propose are associated with the occurrence of fraud and anticompetitive practices in electronic auctions. This study contributes to the accumulation of empirical and theoretical knowledge, expanding safer bases for governments and society in the fight against corruption.

This article discusses the collective action of NGOs in guarding and advocating corruption cases in South Sulawesi, specifically the procurement of Center Point of Indonesia (CPI) goods/services. The NGOs in the coalition are engaged in collective action in guarding the corruption of CPI, in which the group is focused on behalf of the Anti Corruption Community Coalition (KMAK) of Sulawei, incorporated from various NGOs namely ACC Sulawesi, PeRAK Institute, KOPEL Indonesia, FIK Non-Governmental Organizations and YASMIB Sulawesi. Media engagement is key to KMAK's success in guarding the CPI corruption, as an aggregation method to achieve its goals. The mass media coverage of reports, monitoring and discussions conducted by KMAK has made a number of formal state institutions take a look at the CPI case. The solid movement established by KMAK has transformed into a civil society movement that maintains a common goal of guarding the procurement of goods and services. Artikel ini menjelaskan tentang collective action NGO dalam mengawal dan mengadvokasi kasus korupsi di Sulawesi Selatan, khususnya kasus pengaadaan barang/jasa Center Point of Indonesia (CPI). Dengan menggunakan metode penelitian kualitatif, penelitian ini menunjukan tindakan kolektif yang dilakukan NGO dalam mengawal dugaan korupsi CPI yaitu dengan cara berkoalisi, dan kelompok NGO tersebut mengatasnamakan Koalisi Masyarakat Anti Korupsi (KMAK) Sulawesi, yang tergabung dari berbagai NGO seperti (ACC Sulawesi, PeRAK Institute, KOPEL Indonesia, FIK Ornop Sulsel dan YASMIB Sulawesi) sebagai bentuk collective action. Keterlibatan media menjadi kunci keberhasilan KMAK Dalam mengawal kasus korupsi CPI, dan juga sebagai metode agregasi untuk mencapai tujuannya.

Corruptions in public procurement have occurred in various parts of the world, especially in developing countries. Implementation of SPSE (electronic procurement system) as the e-procurement system in Indonesia is based on the government's intentions towards clean and good governance by fighting corruption, collusion, and nepotism. Procurement in Indonesia is carried out through SPSE, which is developed by LKPP (Government Policy on Procurement of Goods/Services). Although this system has brought many positive effects, there are still found many practices of fraud occurring in the implementation of the system. In this paper, we try to identify these practices and then to systematically categorize and analyze them.
Tujuan penelitian ini untuk mengidentifikasi juga mendeskripsikantransparansi pengelolaan pengadaan barang/ jasa pemerintah secara elektronik(e-procuremnet) di LPSE Provinsi Nusa Tenggara Barat, dan untukmengetahui seberapa jelas informasi terkait proses e-procurement yangdisajikan LPSE NTB. Menggunakan metode kualitatif dengan pendekatanstudi lapangan, studi literatur dan pengolahan data skunder dan primer dariberbagai sumber yang ada. Pengambilan data juga dilakukan dengan carawawancara kepada semua pihak yang terlibat dan memahami prosespengadaan barang/ jasa pemerintah secara elektronik (e-procurement). Hasilpenelitian menunjukan secara prosedural proses e-procurement di LPSE NTBsudah baik, karena publik bisa mengakses informasi terkait pengadaanbarang/jasa Pemerintah Provinsi NTB di Laman website LPSE NTB. namun informasi yang disajikan belum utuh, ada ketidaktranparansi informasimengenai proses lelang yang dilaksanakan, seperti ditemukan 13 paketpengadaan yang tidak dicantumkan Nilai Penawaran Terkoreksinya (Rp. 0)selama Tahun 2017-2020 dengan Pagu Anggaran mencapai Rp.54.620.180.375. dan ada 76 paket lelang kategori Pengadan Barang yanggagal sehingga dilakukan tender ulang, namun tidak ada kejelasan informasimengapa lelang bisa gagal, juga ada 76 paket lelang yang tidak dicantumkannama perusahaan pemenangnya selama Tahun 2017-2018. Dalam sistem e-procurement salah satu syarat yang harus terpenuhi adanya kejelasaninformasi mengenai seluruh proses pengadaan barang/ jasa dari awal sampaiakhir, kejelasan informasi tersebut meliputi jenis pengadaan yang akandilelangkan, nilai pagu anggaran, nilai HPS, nilai penawaran terkoreksi,satuan kerja yang melakukan pengadaan, jumlah peserta lelang dan namaperusahaan pemenang lelang.
