For the protection of historic city identity and providing a sustainable benefit to its buildings,the strategy of conserving heritage buildings in old cities through their reuse is complex and crucial.The most appropriate mechanism for reuse is the most widely used mechanism for preserving and enhancing the values of heritage buildings.To extend the physical and functional life of heritage buildings and avoid the damage that may be caused as a result of wrong decisions,this study assists decision-makers in making the best decision more accurately, quickly,and effectively to reuse heritage buildings.Due to the lack of knowledge of the criteria and indicators that affect the most appropriate reuse process on a large scale and the extent to which they affect the process of selecting the most appropriate use,this paper aims to extract such criteria and indicators and prove their effectiveness in the process of selecting the most appropriate reuse of heritage buildings in old cities.The procedure of the study includes three phases:the 1st phase analyzes previous related studies and international charters,then extracts the most important criteria and indicators;the 2nd phase deals with expert interviews to provide a criteria assessment according to significance;and the 3rd phase applies these criteria and indicators to historic buildings in Mosul's old city to evaluate the possibility of their use.Adecision-making methodology(AHP)is applied using Microsoft Excel.The methodology was applied to Ziyadah House and Suleiman Al-Sayegh House.In the results,the application to arrange the optimal alternatives showed that the Ziadah house got the highest value,while the Al-Sayegh house got the lowest value.

Historic bridges are crucial city landmarks, requiring expert input to preserve them in accordance with international policies and approaches. This ensures the protection of their historical and architectural value and their preservation for as long as possible. During conflict and war, bridges often suffer significant damage, leading to extensive destruction or complete demolition. The historic stone bridge over the Al-Khosar River in Mosul, constructed during the Ottoman era in 1856, sustained direct damage during the military operations in 2017, resulting in the substantial destruction of parts of the bridge. The objective of this study is to examine the challenges and constraints encountered during the reconstruction of this significant urban landmark. To this end, the architectural and engineering aspects of the project will be analysed, while also highlighting the difficulties in adhering to the standards and requirements set forth in international conventions and legislation pertaining to the preservation of historical urban landmarks and the protection of these structures from extinction. Subsequently, a series of conclusions and recommendations will be presented, offering insights to inform future endeavours involving the restoration of similarly invaluable edifices.

Purpose The value assessment process of the built heritage is a multipart procedure that includes diverse aspects with overlapping requirements. This process requires various measures to obtain better results, making it a multi-criteria decision-making (MCDM) process. In post-disaster cases, a management system is required to promptly evaluate the degree of risk and damage and to set the preservation priorities in order to effectively supervise and protect the heritage places. MCDM is utilized for configuring and solving decision and planning problems encompassing multiple criteria, to assist decision-makers. Design/methodology/approach This paper suggests an approach as a tool to be used in the development of the Built Heritage Record for Mosul Old City. It proposes a D&C technique as an MCDM effectual tool for solving multifaceted problems of heritage significance assessment process in post-conflict cities, adopting the conservation of the traditional houses of Mosul Old City as a case study. Findings The research results showed the need for a method to solve the complexity of the decision-making problem regarding the process of determining the value and significance of heritage buildings and sites in the old city of Mosul, and how to develop a methodology to facilitate decision-making within databases related to such a multi-criteria issue. Research limitations/implications For an effective judgment of the expert or participant in the evaluation process, and to contribute to the decision-making more objectively, exploiting digital management programs including an interactive user interface with the ability to share on the Internet is the focal next intention of the project. Originality/value The paper shows that by using specific software, a database for heritage places of the old city of Mosul could be generated to apply the proposed system. The expert can utilize the software to calculate and define the total value of the place automatically according to the entered data.
