Total quality management (TQM) is regarded as the fundamental basis for properly organizing educational activities and initiatives that improve the educational organization throughout its entirety. The purpose of this paper is to uncover to which extent the application of the principles of TQM can be used as a competitive advantage for the educational policy of special education school units. This is accomplished by assessing the main TQM criteria, which are, as stated in the European Excellence Model EFQM, leadership, human resources, collaborations and resources, processes, and strategies and policies. The study’s findings highlight the importance of the quality standards of the EFQM Excellence Model for the organizational strategy of Greek special education school units. Specifically, the findings reveal that self-evaluation of the leader and human resources, the collaborations with stakeholders, and the implementation of benchmarking techniques are key TQM performance indicators in Greek special education school units.

The article discusses some aspects of building a system for assessing the quality of distance learning and considers the main groups of quality indicators. To identify the factors that determine the quality of education, it is proposed to study the dependence of the quality of distance learning on the characteristics of each component of the distance learning system. An optimal methodology for assessing the quality of education has been developed to improve the educational process. В статье рассмотрены некоторые аспекты построения системы оценки качества дистанционного обучения и рассмотрены основные группы показателей качества. Для выявления факторов, определяющих качество образования, предложено исследовать зависимость качества дистанционного обучения от особенностей каждого компонента системы дистанционного обучения. Разработана оптимальная методика оценки качества обучения для улучшения учебного процесса.

ABSTRACT The researcher was inspired to conduct this study after hearing the above statement. Since most of the developments that are happening depend on education, it is very vital that teachers be equipped with the necessary skills to better deliver quality learning for students. Likewise, education prepares citizens to contribute to society. How someone learns determines their success. Over the past decade, educational policymakers have found that public schools' performance on the National Achievement Test and international exams is so low that school leaders, head teachers, and master teachers must supervise teachers extensively. School performance may improve if teachers are well supervised and given technology. This study explored the lived experiences of elementary school heads regarding the challenges they encounter in the professional learning communities of the teachers in DepEd Calamba City. Phenomenological research was the method that is best suited to the purpose of the study, which was to investigate and gain an understanding of the experiences that school principals have really had in the process of putting professional learning communities into practice. This phenomenological study was conducted in the City Schools Division of Calamba for the familiarity of places and individuals. The school heads were chosen from among the nine different clusters in the said division. It is the chosen locale of the researcher since he belongs to the said division and it was convenient to interview school heads regarding their experiences. The emerging themes were School learning action cell, grade level and subject area meetings; Virtual professional learning activities; From no difference to apparent differences in the implementation activities; Through strategic implementation of professional learning communities in the now normal; Varied strategies and approaches; Time schedule and lack of interest; Strengthen the mechanism of the implementation; Become willing participants; Developed good rapport, improved performance and become more dedicated; and Improved practices from planning to implementation. The output based on the results of the study where the emerging themes based on the experiences of the participants. The themes are incorporated in the four mechanisms included which are the Seek, Discover, Confirm and Share. RESUMEN El constante avance de la globalización ha originado cambios sustanciales en el estilo de dirección de las instituciones de educación básica, las cuales demandan que los directivos, además de ser profesionales del campo educativo, posean conocimientos de técnicas y herramientas de las Ciencias Administrativas para el logro de resultados. La presente investigación teórica analiza estudios previos sobre la gerencia en las instituciones de educación básica, enfatizando en dos aspectos primordiales como son la gestión del talento humano y el marketing educativo. Por el lado del talento humano, existen conceptos muy arraigados dentro de éste, como son el liderazgo y la cultura institucional, los cuales tienen una incidencia directa en el desempeño educativo. En el marketing educativo existen siete variables (producto, precio, plaza, promoción, personas, procesos y evidencias físicas), cuyo trabajo conjunto contribuye en el diseño del servicio educativo, el cual debe satisfacer los requerimientos y exigencias de la comunidad.
