This study aims to explore the impact of applying New Public Management (NPM) principles on sustainability performance at Perumdam Batiwakkal, Berau Regency, focusing on operational efficiency, service quality, and environmental management. The theoretical framework integrates key NPM concepts privatization, decentralization, and performance measurement based on results with environmental sustainability models to offer a comprehensive understanding of managerial and operational impacts. Utilizing a Grounded Theory approach, data were collected through in-depth interviews with senior management, operational staff, and service users. Data analysis involved open coding, axial coding, and selective coding to develop a conceptual framework on NPM application and sustainability performance. Findings indicate that while NPM principles can enhance operational efficiency and service quality, challenges persist in achieving full sustainability performance. Key factors influencing effectiveness include leadership support, resource availability, and policy adaptation. The study provides insights into adapting NPM principles to improve sustainability performance and offers practical solutions for implementation challenges.

The success of a Public-Private Partnership (PPP) project relies on the appropriate risk allocation from the government to the private sector. The government employs mechanisms such as Minimum Revenue Guarantees(MRGs) within PPP project schemes. Research on MRGs, however, remains very limited in the Indonesian context. Therefore, this conceptual study proposes the adoption of minimum revenue guarantees into fixed payment mechanisms in PPP projects within the hospital sector and explores how to integrate several principles of minimum revenue guarantees into a fixed payment structure. This conceptual study employs a literature review approach, examining various studies and existing implementations, and synthesizing them for adoption in the Indonesian context. The conceptual study finds that the principles of minimum revenue guarantees can be adapted to fixed payment schemes in PPP projects for the hospital sector, and private entities can optimize their revenue from certain services.

Salah satu inovasi pelayanan publik di Kota Tarakan yaitu SIMPELKAN pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP). Analisis dilakukan terhadap dampak SIMPELKAN terhadap efisiensi, transparansi, dan aksesibilitas layanan bagi masyarakat serta perubahan dalam penilaian kepatuhan terhadap standar pelayanan publik. Penelitian ini bertujuan untuk mengevaluasi implementasi inovasi pelayanan publik melalui SIMPELKAN di DPMPTSP Kota Tarakan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif melalui wawancara dengan petugas front office serta analisis data terkait kinerja layanan SIMPELKAN. Hasil penelitian menunjukkan konteks Kota Tarakan yang mengarah menjadi Smart City, Smart Governance menjadi tujuan penting yang mengharuskan DPMPTSP, untuk menyediakan layanan publik yang efektif dan efisien, khususnya dalam proses perizinan. SIMPELKAN adalah inovasi teknologi yang memenuhi tuntutan akan pelayanan yang cepat, aman, dan nyaman bagi masyarakat. Namun, implementasi SIMPELKAN menghadapi beberapa hambatan seperti ketergantungan pada koneksi internet yang stabil, kurangnya pemahaman masyarakat, dan kecenderungan untuk tetap menggunakan metode manual dalam mengurus perizinan. Peningkatan kualitas SDM, komitmen pimpinan, infrastruktur teknologi yang memadai, serta sosialisasi yang intens terhadap fitur dan manfaat SIMPELKAN menjadi krusial dalam mengatasi hambatan-hambatan tersebut. A growing body of literature suggests that public sector employees are motivated not only by generalized altruism, but public service motivation; that is, their contribution to the production of generalized public value, which in turn is underpinned by more specific professional norms and values (Bøgh Andersen and Serritzlew 2012). The concept of New Public Governance (NPG) has proven valuable as an umbrella term for cross-sector collaboration in public governance. Thus far, however, its conceptual development has mainly focused on the external relations of government. To develop NPG as a public management reform model, this article examines its internal dimension by specifying eight NPG reform tools for advancing collaboration within the public sector. We argue that the NPG reform model enables scholars to capture significant collaborative transformations in public administration and suggest new avenues for public management reform research.

Penelitian ini bertujuan untuk menjelaskan kapabilitas inovasi pelayanan publik di Kota Yogyakarta dengan studi kasus pelayanan administrasi kependudukan serta untuk mengetahui faktor pendukung dan faktor penghambat yang berdampak terhadapnya. management, including goals, essential elements, sustainability, knowledge management, barriers, staff
receptivity, senior management support, technology adaptation, processes, success metrics, leadership,
continuous learning, integration into daily operations, risk management, communication, alignment with patient

Nowadays, the amount of data created by the government and public sector organizations is growing at an exponential rate. Data sharing and the interoperability of e-government systems pose technological challenges. The lack of technical interoperability prevents the successful exchange and sharing of information among public organizations. To meet this challenge, enhancing interconnection and communication between different public infrastructures is an essential condition. To optimize the provisioning of storage resources, software defined storage (SDS) solutions add flexibility and adaptability to the storage process by isolating the hardware from the software. Hyper-converged infrastructure (HCI) is an emerging set of SDS solutions that provide compute, network and storage in a single platform. This paper presents a storage HCI-based architecture to store public data from different public entities, enhance collaboration and improve technical interoperability. The relevance of this approach of e-government interoperability is to allow public organization to store their data in an efficient and flexible manner on one hand, and to participate to Morocco's e-government project on the other hand.

Entrepreneurship is defined as the generation of a “new or innovative idea”. Innovation is the energy that drives productivity. It is the purpose or reason for any adaptation, improvement or invention, and when successfully applied, is able to transform scarce resources into results. It is known that an entrepreneurial culture in public organizations raises the level of management. The objective of this article is to evaluate the current Brazilian scenario regarding studies that investigate whether entrepreneurship and innovation are capable of transforming the public sector. The methodology used included the search for articles on the Capes journal portal. The results demonstrated the importance of an entrepreneurial profile with the capacity to innovate, with more flexible and creative behavior. They show how leaders can create market opportunities and are able to perfect their actions. It finds that an entrepreneurial culture in public organizations raises the level of management. It was found that in the public sector, at all levels of policy and services there are different forms of innovation including, conceptual, systemic, political, administrative/organizational, in-service products and in service.

Background:
This case study describes and analyses an action research initiative undertaken by management, staff and WHO at the St. Orsola-Malpighi Polyclinic in Bologna, Italy. The initiative utilised staff engagement approaches developed during the COVID-19 pandemic to rethink and reshape future development plans. The initiative provides a 'how-to' case study for complex health facilities on ways to create similar multisectoral, inclusive and holistic processes in planning structural, functional and organizational solutions for their 'hospitals of tomorrow'.
Methods:
The case study utilised an action research approach coordinated by a team of WHO facilitators in close collaboration with the Board of Hospital Directors. Heterogeneous and multidisciplinary working groups were created, with members from different levels of the hospital staff. In the context of facilitated group meetings held weekly over a one-year period, participants were asked to review topics of interest to future plans of the hospital and make recommendations on effective/innovative ways of addressing these in the short and long term. Working groups focused on different challenges.
Results:
The initiative was successful in creating and sustaining broad staff engagement in the future planning processes. 80% groups maintained high staff participation throughout the entire project year. Participating staff reported enhanced communication and cooperation between departments represented in different groups. 87% of the proposed plans suggested by the working groups were approved by the Board for implementation.
Conclusion:
Key factors contributing to the high approval rate of plans, strong engagement record of staff and enhanced cooperation between involved departments; included: multisectoral/cross hierarchal staff involvement, group attention to defining time-bound contextual goals, flexible implementation monitoring approaches, personnel skills and profiles of participants, direct and open communication at all levels and times, member commitment and clear exit strategy. The case study is presented as a model to stimulate similar actions in other complex health care facilities.
