Document management systems (DMS) have become an important topic regarding digital transformation in organizations because they enable paperless business, speed up processes, lower business costs, and support sustainability activities in organizations. DMSs should be considered as green technology and also as technology crucial for green digital transformation. Sustainability is becoming increasingly crucial for organizations and society, and DMSs, along with paperless business, can contribute to the sustainable orientation of organizations. However, the problem with DMS implementations is that they often fail and that DMS users often use DMSs at a basic level, which means that, among other things, they still prefer to print documents rather than use electronic documents. A framework that can contribute to a better implementation and a higher level of use of DMSs, which both lead to a more green digital transformation of the organization, represents an organization’s maturity. We used the Process and Enterprise Maturity Model (PEMM) to assess the organization’s maturity level concerning the DMS’ life cycle. Findings are presented from the research study. The research study was based on a questionnaire and collected data from DMS users. The research study showed that an organization’s maturity impacts the DMS’ life cycle. Organizations that manage the DMS’ life cycle will better cope with digital transformation and sustainability issues related to paperless business.

The implementation of digital technology in government management process could realize the features of e-government which apply information technology as a role in the management. It brings a paradigm that highlighting the role of technology to facilitate human affairs. However, there are still shortcomings that require innovation for example in the aspect of document security which is a confidential secret for a government. The Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) saw this as a need for improvement and took the initiative to develop methods to control digital documents from the risk of leaking of secret information by establishing an MSS method managed through the OSSiD model in governance related to official government documents. Then the model of document management is developed based on the working processes of the government sector in Malaysia and comparisons with digital document management models in other places. Index Terms-e-government, document security, confidentiality, information security, digital document. INTRODUCTION In the digital era, the trend of current computerization technology is multipurpose and integrated technology that makes electronic and digital technology used in all sectors including military, economy, education, and government administration. In government sector the term e-government is used to enable the effectiveness and efficiency of administration activities in such as taxation, data management, decision making and others. In the perspective of productivity, this kind of work process will save a lot of energy and simplify matters in administration. It can increase productivity and effectiveness of administration in e-government. However, another issue with digitalization is of the government is about security such as how the storage of digital documents is managed, how about the backup strategy with the documentations, document security control, network security and so on. The security issue with the digitalization in e-government is tied to how it is managed. This is because of the management method used will be a critical factor regarding the safety and effectiveness of using the digital document. In the administration of a government, this factor needs to be the focus by agencies to ensure that the benefits of digitalisation are best taken in administrative affairs. Malaysia is one of the countries that prioritizes digital security in its governance. This is proven when it was recognized among the top ten countries that have the best cyber security systems in the world based on the Global Cybersecurity Index (GCI) [6]. One of the aspects of cyber security that are a concern in Malaysia's e-government is the safety of documentation. In the administration of government in Malaysia there are certain documents that are classified as confidential and cannot be disclosed to the public. It is bound by Section 8 of the Official Secrets Act 1972 (Act 88) [2] which if convicted can be Journal of Pharmaceutical Negative Results ¦ Volume 14 ¦ Issue 3 ¦ 2023 1074 punished with imprisonment of not less than one year but not more than seven years. However, the leakage of official government secret information still occurs [1]. Some of the conditions that need to be paid attention to are the human factor, the change of technology and the process and procedures of the document being managed. With the rapid innovation of digital and internet of things technology currently, the risk of information leakage is critical and risky since it can be done with just the convenience of at the tip of the finger. To minimize the risk of leakage of confidential government information (MAMPU) under the Malaysia Prime Minister's Department has taken the initiative to implement a project to protect the leakage of official secret information by using the Managed Security Service (MSS) method. This method has more of an e-government concept that digitizes confidential documents and is managed completely digitally, which is called Official Secret Security in Digital (OSSiD). This OSSiD project uses local ICT products to monitor and prevent the risk of leakage of official secret information at MAMPU whether received or sent through web server channels, social media, mobile storage, e-mail, and other smart devices. A series of them developed the Information Leakage Protection (DLP) framework, and the Bring Your Own Device (BYOD) implementation guidelines at MAMPU as an effort to prevent the leakage of information and confidential documents from being leaked either due to human factors or the technology used. This paper will discuss on the relevancy and role of MSS, OSSiD, DLP and BYOD in detail. The combination of all the above mentioned will then be modeled to become an effective digital document management process and meet the expected objective of reducing the risk of leaking information and confidential government documents.
