Open Innovation and the Quadruple Helix framework have emerged as key concepts in the public policy domain, particularly within smart city initiatives. Contemporary cities face growing expectations to unite multiple actors – including citizens, private and public institutions, and firms, to shape urban development and facilitate social, economic, and urban advancement. Despite the increasing focus on smart cities, a significant research gap remains in understanding the integration of various actors and the implementation of the Open Innovation paradigm—both internally and externally—and how this integration impacts the digitalization process. To address this gap, this paper examines the role of internal and external Open Innovation within the Quadruple Helix framework—encompassing governance, knowledge & academia, civil society, and business & industry—in the development and implementation of digital services in smart cities. Using a longitudinal dataset of Italian cities, this research provides new insights into the mechanisms that underpin smart city innovation, offering empirical evidence that highlights the importance of collaborative ecosystems in shaping the cities of the future. Despite an increased use of open innovation (OI) in firms, it is still a question of how firms can work successfully with OI in a way that enables them to exploit their current capabilities and simultaneously explore fundamentally new competencies. Firms need to be able to practice different forms of OI activities—inbound, outbound, or coupled—while simultaneously reaping the value these forms create. How firms reap value from different OI activities however remains under-investigated and consequently, we know very little about how these activities co-exist in firms. Before engaging in how firms can embrace different forms of OI activities simultaneously, we argue that there is a need to reassess how OI research approaches the idea of exploiting current capabilities and simultaneously exploring fundamentally new competencies. Based on the original framework of exploitation and exploration, a typology is proposed, which takes its departure at the project level in firms. The project level is promising as OI research has shown that OI at the firm level typically is a consequence of various OI initiatives at the project level. The value of the proposed typology and its applicability for firms is demonstrated through the case of Lego. The conceptual study results in a project typology of four generic OI approaches: inbound-exploration project; inbound-exploitation project; outbound-exploration project; and outbound-exploitation project. When these approaches are integrated, the coupled processes appear. Practical implications are derived with an overview of how managers can cope with different forms of OI strategically.

This article introduces a new way of thinking about innovation in the public sphere through the three collaborative steps of co-initiating, co-sensing, and co-creating news. We investigate a case of mediatized civic responses to public school closings in Chicago, Illinois to understand how participatory news production was initiated from outside the newsrooms and added value to the public debate. A network of civic activists analyzed and visualized data, reported live from school grounds, and developed networks and tools to challenge the local government’s narrative for the school closings. We argue that a limited understanding of the process of co-creation has confined the practice and analysis of collaboration between audiences and professional journalists in news production. Focusing on digital platforms and technologically capable individuals has ignored the majority of the public as potential news producers. Furthermore, we suggest that on the level playing field of contemporary innovation systems, professional journalists can be seen to be participating in the co-creation of journalism initiated by the civil society, challenging the conventional model of newsroom-led participatory journalism. Finally, we discuss the implications of our findings for innovation systems. We suggest that the fine-tuned steps of co-initiating, co-sensing, and co-creating innovations can help in developing the role of the media-based civil society in innovation systems. Applying these steps in practice can help in making the innovations emerging from these systems socially inclusive and sustainable.

Achieving and managing economic sustainability is one of the crucial tasks for our globalized world. One of the most ambitious economic projects known to humankind claims to stand for long-term global economic sustainability including ecological, social, and cultural aspects: the Belt and Road Initiative (BRI), in which China invites the world to join its vision of a “peaceful cooperation for the wealth and cultural exchange of all nations” (Xi Jinping 2013 in his famous speech Promote People-to-People Friendship an Create a Better Future). This invitation led to a wide range of responses, from fundamental rejection to supportive participation. Matching the participants in this megaproject—their contributions, particular prerequisites, and development interests—requires a holistic participative planning approach with solutions tailored specifically to the participating partners. This article shows how Pragmatic Identity Matching (PrIM), a scalable integration framework, can be used to meet this requirement. PrIM provides an identity-oriented infrastructure for aligned planning, implementation and communications, acknowledging, and embracing participants from different cultural backgrounds such as Asian, Arabian, African, Russian, and European cultures. As a structural-scientific approach that synthesizes elemental semiotic thinking and research in psychology and the neurosciences, PrIM provides a meta-planning structure beyond any value-driven positions and perspectives, one that imparts equivalence to information. PrIM can help the BRI avoid a spiral of non-coordinated activities, thereby preventing loss of investment. The formation of a transdisciplinary BRI Management Academy that uses PrIM would help create the necessary infrastructure for a successful and transparent implementation of the BRI.
