Cisco supports IPX also ... Of course there is no doubt that TCP/IP has no alternative in the global scale. But there may be applications/environments with specific requirements. I am not deep in this, but perhaps delay tolerant networks is a ready example.

You may want to take a look at whether the web services require any form of authentication. It would help if you can mention about what you are using for developing the web services. If you are using the Windows Communication Foundation (WCF) of the .NET framework, there are some settings that you can make to determine the type of authentication that needs to be performed. If you are using a custom PHP script, then perhaps you might want to analyze the source code or check if there is a proxy server or DNS server that differs between the clients that can access the web service and the client that cannot access the web server. The access and error logs would help in determining what is occurring.

The following factors will affect it: load on application, computation. any parallel processes, third party tools the application invoking if any. Though these are not the only ones. Components too depends on application purpose. Though your question doesn't clarify what you exactly want to know ... Web-based may need RDBMS, Web Server mainly. Web-service based may need XML parser, XML messages format like SOAP compatibility, Directory service for publishing service, along with RDBMS optional and Web server ..
